The International Communist League conveys the highest homage to Comrade Nambala Keshava Rao, nom de guerre Comrade Basavaraj, the General Secretary of the Communist Party of India (Maoist), who has dedicated his whole life to serve Revolution and handed it over to the Communist Party and the People’s War in his battle-station at the forefront of the CPI (Maoist), fighting against a bloody siege of the reactionary forces of India, which is part of the counterrevolutionary and genocidal Operation Kagaar. Comrade Basavaraj has fallen in combat together with 27 comrades to whom we extend this heartfelt homage.
We extend a combative red and communist salute to the glorious Communist Party of India (Maoist), to its whole Central Committee, to its militants, combatants, and the heroic People’s Liberation Guerrilla Army (PLGA), to its Revolutionary People’s Committees in India and all the masses that valiantly struggle together with the Party for the conquest of Power and the New Democratic Revolution in the service of the struggle for Communism. The death of Comrade Basavaraj is doubtlessly a hard loss for the Party, the Proletariat, the people and the International Communist Movement, but it is certainly a fact, that the Communist Party of India (Maoist) has shown once and again how it can recover from these hard losses and maintain the path of the People’s War.
Comrade Basavaraj is a historic leader of this great Party who, for more than 40 years, has served Revolution and the New Democracy in India. He joined the ranks of revolution in the Communist Party of India (Marxist-Leninist) in the beginning of the 80s, was elected into the CC in 1987. The Comrade had a prominent role in the Unity Congress of the Communist Party of India (Maoist) in 2004, contributing to building and defending the unity of the Communists in India in order to lead the People’s War; he played a prominent role in the decision of building guerrilla bases and democratic bodies of people’s power; he was in charge of the leadership of the Military Commission of the Party since 2001, in which he stood out as a great military strategist that proudly knew how to gain deep hatred from the tyrants and enemies of the people. Comrade Basavaraj has firmly assumed the General Secretary of the Party in 2018, assuming the leadership of the Party in hard moments and knowing how to conduct it in order to defeat the black plans of the enemy of wiping out the Communist Party and the People’s War. Comrade Basavaraj, by combating until his last breath irrigates the harvest of New Democratic Revolution in India with his invaluable blood, he joins the more than 20 members of the CC of the CPI (Maoist) who has handed over their lives for the People’s War in India since the founding of the Unified Party in 2004 and that, together with all the immortal heroes of the International Proletariat, paves the way towards the golden Communism.
The reactionary press media gloat over the cruelty of the death of Comrade Basaravaj and the blow dealt against the revolution; the Indian state desperately rush to declare “victory” and to claim that the Maoist Party is defeated and cornered, as they have already done innumerable times and had to swallow their own words every time. They actually only show their weakness before the unbreakable strength of the CPi(Maoist) and, facing their inability to defeat the Party and the invincible People’s War, they can only resort to massacres, “fake encounters”, genocide, and the total disregard of the so-called “human rights”, which the hypocritically claim to respect. However, world history and the history of the brave people of India teach us that all their reactionary violence cannot extinguish revolution, that every drop of blood generates more children of the revolution who bravely assume the role they are being called to fulfill and take up the rifles from the fallen comrades and combatants, honor the revolutionary traditions of the great Indian people and nourish the Communist Party of India (Maoist) with new cadres and leaders to proceed on the path of the People’s War.
The encirclement that was launched in April in the Kerregutta mountains with tens of thousands of soldiers only shows the desperation of the reactionary Modi regime. The combatants of the People’s Liberation Guerrilla Army, with limited resources and weaponry, have raised an epic resistance. The reactionaries were hallucinating that they could strangulate the revolutionary movement in India by deploying this brutal encirclement campaign in Chhattisgarh with thousands of soldiers, heavy weaponry and drones. This region is the heartland of the revolution and the motherland of the Adivasi people, which has been oppressed for centuries, expelled from their lands and had their identities erased. The woodlands were burned down, the villages were destroyed and tens of thousands people were forced to emigrate for the benefit of imperialist mining companies. But the PLGA (People’s Liberation Guerrilla Army), led by the Communist Party of India (Maoist), has resisted this plunder, forced the enemy on their knees with military actions, with mobilization of the masses and establishing bases of new power it has defended the people. By leading the People’s War for decades, deeply rooted among the poor peasants and the Adivasi people, the CPI (Maoist) has raised the flag of the People’s War and Marxism-Leninism-Maoism as a burning torch across India and the world, has become into a nightmare and main danger for the bureaucratic-landowner State of India, for the monopolies of imperialism, and for all the black plans of imperialism and the reaction in the region and in the world. Tremble in fear, imperialists and reactionaries, because you were not able - and neither will be - to defeat the invincible People’s War and the all-powerful Marxism-Leninism-Maoism!

We are living in a turning moment in History, a leap in the crisis of decomposition of imperialism; the unbearable exploitation and oppression generates spontaneous uprisings of the masses across the whole planet; the economic, political, military, and ideological crisis of bourgeoisie reaches historical peaks and the forces of the proletariat and oppressed peoples are generated and forged in its stormy womb.
– The new forces present themselves with revived strength to meet up with those who have kept high the banner of revolution, by paying with a painful and generous token of blood, resisting the bloody General Counterrevolutionary Offensive of imperialism, revisionism and reaction, which has been extended for the last three decades and raged against the People’s Wars guided by Marxism-Leninism-Maoism and against the National Liberation Movements. Like, in addition to the lasting heroic People’s Wars, it was without any doubt represented and expressed in the Battle of October 7th by the armed struggle of Palestinian National Liberation – a signal for a turning point in the antl-imperialist struggle and a beacon of new revolutionary battles in which the communists are being called to seize the initiative.
All the contradictions of imperialism sharpen and the contradictions that were accumulated by decades of Pax Americana are expressed in plain daylight.
During the last years, Yankee imperialism, in contention with the other imperialist powers — Russia (atomic superpower) and China (social-imperialist) — is trying to move the priority target of their plans toward the Indo-Pacific in their eagerness to hold its condition of hegemonic power that is currently falling; but it is currently mired in the Middle East, terrified by the dry firewood and the burning sun in their own backyard — Latin America — and in their own belly, trembling in panic before the People’s Wars in the Philippines and India in the Indo-Pacific; who thousands of times were declared extinct, but that are still firm as two impassable barriers. We know well that the more wounded is the beast, the more cornered in its own contradictions, more furiously they attack and becomes more blood-thirsty and cruel. India, a country with more than a billion inhabitants, where the Communist Party — based on the ideology of the class, Marxism-Leninism-Maoism – leads a heroic People’s War and bears a great national and international prestige; represents an enormous menace to the black plans of phinder and exploitation by imperialism, above all by Yankee imperialism who, desperately and through all possible means, needs to undermine the Naxalite struggle to attempt to strike blows against Maoism. This is why the coward campaign of terror against the Indian people is now being enforced through its hunting dog, the fascist Brahmanic-Hindutva Modi regime. In this context, the Communist Party of India (Maoist) represent an iron column and frontally faces the enemy forces in the region where Yankee imperialism aims to concentrate its attention, thus representing its biggest threat to its plans. This is why they have deployed thousands of soldiers to combat a few dozens of heroic combatants; this is the broader framework in which the bloody operation “Kagaar” (“End” in English), that is being carried out since 2017 in “the jailhouse of peoples and nations” that is the old Indian state, is circumscribed, which, facing the failure of “Operation Green Hunt”, aims to increase the genocide by pursuing to clear out the land to allow the most brutal exploitation of the Indian people, to keep it chained to the feudal power, bureaucratic capitalism, and to give away the Nation to he subserviently in service of the inter-imperialist contention for the phander of the world.
The enemy believed this would be enough to encircle the CPI(Maoist). They are mistaken a thousand and one times, because the imperialists and reactionaries are the ones who are truly encircled by the masses of the people and of the international proletariat and we pledge to avenge their blood with more People’s War. Today, Comrade Basavaraj is a new link in this glorious chain of outstanding leaders of the international proletariat who gave their lives in defense of Marxism-Leninism-Maoism and the People’s War. If the enemy believes they have destroyed him, they are mistaken. His name is now alive in the hearts of each revolutionary, in the rifle of each guerrilla fighter, in the fury of each peasant.
When generously giving his life, Comrade Basavaraj launched a powerful call to arms to all communists and anti-imperialists. Dare to struggle! Dare to Win! The reaction in India and imperialism feast with the murder of Comrade Basavaraj and now they aim to draw the most profit possible by calling for capitulation and liquidation and are touting that “to combat is to die, not doing so is to survive”, aiming to intimidate the people to let them freely perpetrate their crimes, which will never happen because it goes against the logic of the people and against history. The death in combat of the comrades who were immortalized fills us of the deepest class hatred against those traitors, capitulators, lquidationists, opportunists; who, be it due to the lowest snitching or the most despicable and rotten discourse, try to deviate the people from their path: the Protracted People’s War under the guidance of Marxism-Leninism-Maoism.
Let us remember and learn from the words of Comrade Basavaraj:
It is not possible to defeat the countrywide multipronged offensive of the enemy without putting up determined fight against the enemy with the supreme confidence that proletarian revolutionary ideology and politics, our political military line and PPW line are the only way for the liberation of the people and the victory of the NDR. (…) It is a historic truth that victory belongs to the side that fights with courage and valour. (…) It has also been repeatedly proved in our PW that it is very much necessary to fight with courage and valour and the will to sacrifice to defend our party, PLGA and people’s political power organs from enemy attacks, to win new victories, to advance in big leaps and inflict more losses to the enemy. So our offensive against the enemy should always be filled with class hatred, fearlessness and determination. We should realise that it is not possible to reach our political goal and fulfil the people’s interest without sacrifices and stand in the forefront to bravely fight back the enemy forces.

Our red flags incline in order to render high homage to Comrade Basavaraj and our blood boils with thirst for vengeance, we heighten our commitment to fight to our last breath following the path that the heroes of our class, guided by their proletarian ideals in the spirit of Marxism-Leninism-Maoism, outline for us, the armed struggle for the victory of the New Democratic and Socialist revolutions.
The International Communist League makes a call to all the Marxist-Leninist-Maoist Parties and Organizations, to all democratic and anti-imperialist organizations, to carry out an urgent and extraordinary campaign in memory of Comrade Basavaraj, in defense of the Communist Party of India (Maoist) and the People’s War in India, and against the war against the people which is being anticipated with operation Kagaar. This campaign must begin as soon as possible and must extend until the Martyr’s Memorial Week of Revolution in India from July 28th until August 3rd.
We must deploy maximum impetus and boldness, develop strong actions, increase the actions in support of the Party and the People’s War in quantity and quality.
We must carry out all kinds of actions denouncing the war against the people, to raise the conscience of all the revolutionary and progressive people to oppose operation Kagaar, to oppose genocide, to oppose the “fake encounters”, the extrajudicial executions, the blatant violation of the rights of the peasantry, the Adivasi communities and other national minorities, and in defense of the political prisoners.
We must carry out homage sessions to Comrade Basavaraj among militants, activists, and masses and to study his life and political and theoretical work. The ICL will prepare a material dedicated to the life Comrade Basavaraj in the following weeks for study and formation to the ICM.
The International Communist League calls the whole ICM to redouble efforts in coordinating actions, campaigns, activities, meetings, etc in a broad campaign in memory of Comrade Basavaraj, to support the People’s War in India and the Communist Party of India (Maoist) and against the war against the people.
