Proletarians of all countries, unite!
The Communist Party of Peru, organized vanguard of the proletariat, reconstituted in a hard struggle of more than fifteen years by Chairman Gonzalo as a Marxist-Leninist-Maoist, Gonzalo Thought Party of a new type, assuming its historical and indeclinable role of fighting for power for the proletariat and the people, in May 1980 unfurled to the wind the flaming red flag of rebellion, igniting the invincible and growing flames of the People’s War, which, led justly and correctly by Chairman Gonzalo, has been developing since 1991 in Strategic Equilibrium, which today is developing vigorously in its inexorable march to the conquest of Power country-wide, to the establishment of the People’s Republic of Peru.
In more than thirteen years of combats and victories, the People’s War has taken deep roots in our homeland and is a torch of the world proletarian revolution because it is a living expression of the validity of Marxism-Leninism-Maoism, principally Maoism, which has been creatively applied to the conditions of the Peruvian revolution by Chairman Gonzalo, concretizing Gonzalo Thought.
In the midst of shocking and forceful actions, we have been successfully applying the Fourth Strategic Plan for the Development of the People’s War to Conquer Power and the Sixth and second-to-last military plan to Build the Conquest of Power, having culminated its First Campaign and forcefully initiated the Second Campaign “In Defense of the Great Leadership, against the genocidal dictatorship!” Thus further developing the democratic road that has begun to unfold as a popular road of liberation.
On the other hand, the bureaucratic road that has been going through the greatest general crisis of the Republic and this government headed by the genocidal, homeland-selling puppet Fujimori, the most obsequious lackey of Yankee imperialism, is in an increasingly difficult situation. The measures it adopts generate nothing but transitory bloom and general bankruptcy; it is facing more and more difficulties in applying its three counter-revolutionary tasks: Re-impulsing bureaucrat-capitalism, restructuring the old State and annihilating the people’s war. Reality shows that fulfilling them is a historical and political impossibility. Of these, restructuring has become fundamental, and just as with the April 5 coup, they took a step in their absolute centralization. Today they are carrying out their “referendum” where they need to approve, at will, their monstrosity of “Constitution” in order to take another step forward in Fujimori’s presidential absolutism. Hence, the next referendum of the genocidal dictatorship acquires a crucial character even more than yesterday. Therefore, they resort and will resort to all means, including the well-known fraud to guarantee it.
In order to serve this counter-revolutionary need and in its desperation and impotence before the advance of the People’s War and as part of its psychological warfare within the “low-intensity war,” it is that it has set up this sinister and shameless hoax which, on the one hand, aims at uselessly defaming Chairman Gonzalo by continuing its premeditated, vicious, and insane plan to annihilate him. On the other hand, it is nothing more than a proclamation of its black dream of “capitulation of the Shining Path.” One more of the hoaxes that reaction has been mounting periodically, today made by the genocidal homeland-seller, a puppet hooked on the tip of the bayonets of the Armed Forces, advised by the traitor Montesinos and the assassin Luza2 under the mandate of Yankee imperialism, mainly through the sinister CIA, with the vain pretension of annihilating the People’s War; A crude and ridiculous hoax that no one with two brains can take seriously and that will vanish, like its predecessors, before the whirlwind of the incessant People’s War that stirs up the class struggle whose violent aggravation expressed in the strike wave and massive demonstrations is a sign that the developing revolutionary situation is becoming more and more powerful and will unfold as a revolutionary crisis.
Today, one year later, Chairman Gonzalo’s historic and masterful speech shines victorious and defiant before the world. His forceful and valid words further raise the optimism of the communists and the people, and shake the reactionaries with fear who, like deathly wounded beasts, sink in the midst of genocide and launch furious and ridiculous attacks with which they try to cover up that they are rotten to the core and that they are approaching their end, while we revolutionaries are approaching victory, the Conquest of Power, because the word of the Party is word fulfilled, and we are firm followers of what Chairman Gonzalo established:
On one occasion we solemnly promised not to lay down our arms until communism, to persist in the struggle for communism even if the superpowers or powers armed to the teeth with their powerful weapons came, we communists know what we want and why we fight, nothing should or can stop us in the fulfillment of the objectives of the Party, to serve the people, the proletariat, and the world revolution.
As we celebrate the 65th Anniversary of our glorious Party, we reaffirm our unwavering decision to be guided by Marxism-Leninism-Maoism, Gonzalo Thought, to continue the People’s War serving the World Revolution, and our commitment to lay down our lives for Chairman Gonzalo, the Party, and the Revolution.
The People’s War will inevitably win and will be a bell that will decisively contribute to the development of the world proletarian revolution; the People’s Republic of Peru will become a base of support and trench of combat for the working class and the peoples of the world, we will develop the socialist revolution and through successive cultural revolutions we will march to our final goal: Communism; the Communist Party of Peru assumes with communist responsibility to be torch and example, but it is Chairman Gonzalo with his unfading light, the almighty Gonzalo Thought, who has brought us this far and leads us to the golden and shining communism with a firm and sure hand and, in his condition of continuator of Marx, Lenin, and Chairman Mao Zedong, contributes decisively to a new development of Marxism. We have the firm conviction that the Peruvian people, heroic fighting people, under the leadership of the Communist Party of Peru led by Chairman Gonzalo, will achieve total victory. We make our own these forceful words of our beloved, heroic, and respected Chairman Gonzalo, the greatest living Marxist-Leninist-Maoist on Earth:
We, based firmly in Marxism-Leninism-Maoism, Gonzalo Thought, sure and convinced of the triumph of the world proletarian revolution and of the unstoppable march of humanity toward communism and the transcendence of the victory of the Peruvian revolution. We should always assume greater decisiveness for the seizure of power throughout the country and dauntlessly and unyieldingly struggle for the complete and total triumph of the new social order, socialism until communism. We should take very much into account all the world revolution experience and principally our own as well as. The Party accords on the “eight possibilities” and the intervention of Yankee imperialism, be it direct or indirect, alone or allied, and we must prepare ourselves on all levels to confront it at anytime and in conditions brandishing our always victorious proletarian ideology and developing the invincible People’s War, always everything under the Party’s leadership, always determined to put reaction and imperialism in an armed sea of the masses for the seizure of power, for the People’s Republic of Peru and its defense and for the future goal of communism… As Chairman Mao said: The road is winding but the future is brilliant. Therefore, we should dare to seize power and dare to defend it. We shall take our destiny with our own hands!3
