DECLARATION¹

Proletarians of all countries, unite!

On this new anniversary, we express our greetings and unconditional support for Chairman Gonzalo, leader of the Party and the revolution, the greatest living Marxist-Leninist-Maoist on the face of the Earth, teacher of communists, successor to Marx, Lenin, and Chairman Mao Tse Tung, center of party unification, and guarantee of victory until communism.

Chairman Gonzalo is the one who has reconstituted the Party, founded the EPL,² initiated and developed the People’s War, defined Maoism as the new, third, and higher stage of the ideology of the international proletariat, and leads the Marxist-Leninist-Maoist, Gonzalo Thought revolutionary counteroffensive against the general counterrevolutionary offensive of Yankee imperialism as the sole hegemonic superpower in collusion and struggle with the Russian imperialist superpower (skinny dog) and other imperialist powers, the world reaction and its servants of old and new revisionism.

In the beginning of the 1980s, Chairman Gonzalo and the PCP launched a campaign to establish Maoism as the sole command and guide of the world revolution, which is currently in its stage of strategic offensive and sweeping imperialism and reaction from the face of the Earth. A new great wave of the world proletarian revolution is now unfolding.

Maoism is being imposed ground around the world, generating Communist Parties reconstituted as Marxist-Leninist-Maoist parties of a new militarized type to initiate and develop new people’s wars which, together with those already underway, will lead us to a world people’s war to sweep away imperialism and reaction from the entire globe.

Chairman Gonzalo and the PCP put into practice the military theory of the proletariat, the people’s war, and defend its universality, that is, the need to apply it in all countries and in all types of revolution according to their particularities.

The campaign for Maoism and the campaign for the defense of Chairman Gonzalo and his Thought are strategically linked and are carried out inseparably by the PCP and the Communist Parties and Maoist Organizations of the world.

Maoists around the world, upholding, defending, and applying Maoism-Leninism-Maoism with the universally valid contributions of Gonzalo Thought are reconstituting their communist parties and advancing in the task of reunifying the international communist movement. In advancing this task, they are striving to hold the Unified Maoist International Conference of Maoist Parties and Organizations and to give life to a New International Organization of the Proletariat, crushing the new revisionism that blew up the RIM.

Filled with revolutionary optimism and high morale due to the successful development of the task of the General Reorganization of the Party (RGP), in the midst of the people’s war and the life-and-death struggle against new revisionism, both at home and abroad, we celebrate this new anniversary of the birth of Chairman Gonzalo and the founding of the People’s Liberation Army (EPL).

We are doing this by carrying out the boycott campaign against the reactionary farce of the “Referendum”, which seeks to legitimize the fascist, genocidal, and homeland-selling government headed by Vizcarra, a puppet of Yankee imperialism, and to further centralize power in the executive branch and the electoral farce of the second round for the replacement of reactionary authorities in the regions (part of the corporate restructuring that they seek to carry out amid failures of all kinds), all this as part of the reactionary government’s long-term plan beyond 2021.

We are fully convinced that the people’s war and the struggle of our people led by the PCP, with the EPL and New Power, under the Great Leadership of Chairman Gonzalo and his all-powerful Gonzalo Thought, will crush this reactionary plan. The reactionaries and their imperialist master are condemned to failure, while the proletariat and the Peruvian people, led by the PCP, are condemned to victory. We are condemned to triumph! What a beautiful condemnation!

Finally, we salute the leaders of the PCP who are taking on the task of the RGP in the country and leading the heroic combatants, the EPL in all its forms, and the new Power. They are striving to complete the task and are firmly maintaining the course of the revolution.

We are part of this task and we express our greetings and our free and unconditional support, as well as our commitment to give our lives to defend the life of Chairman Gonzalo and to pay whatever price the Party and the revolution demand.
