LONG LIVE CHAIRMAN GONZALO AND HIS ALL-POWERFUL THOUGHT, SHINING LIGHT, AND MAOIST ROAR¹

“The subjective forces of the revolution have indeed been greatly weakened since the defeat of the revolution in 1927. The remaining forces are very small and those comrades who judge by appearances alone naturally feel pessimistic. But if we judge by essentials, it is quite another story. Here we can apply the old Chinese saying, ‘A single spark can start a prairie fire.’ In other words, our forces, although small at present, will grow very rapidly. In the conditions prevailing in China, their growth is not only possible but indeed inevitable”.²

The Communist Party of Peru expresses its complete and total adherence to our undefeated and all-powerful ideology, Marxism-Leninism-Maoism, Gonzalo Thought. We reaffirm once again Chairman Gonzalo as the leader of the party and the revolution, the successor to Marx, Lenin, and Chairman Mao Tse Tung. It was our great leadership that confirmed the invincibility and universality of the people’s war as the military theory of the international proletariat and the peoples of the world. We uphold, defend, and apply Gonzalo Thought as the creative application of Marxism-Leninism-Maoism to our concrete reality because it established that Maoism is the third, new, and higher stage of Marxism, and we will not cease in the ardent struggle to impose Maoism as the command and guide of the world proletarian revolution. The party once again calls on communist parties and organizations to constitute or reconstitute, as the case may be, around and subject to our all-powerful ideology of Marxism-Leninism-Maoism, principally Maoism, in order to initiate and develop people’s wars against the imperialist pretensions of world wars for their infamous interests. It is correct to state that Chairman Gonzalo has made contributions of universal validity to the world proletarian revolution.

27 years have passed
It remains unscathed, steadfast, and shining bright.
What has been accomplished is never lost
It taught us to resume, reimpulse, and reorganize
May the spark spread like wildfires
The fire is inevitable
We have our source

There will be attacks and negation every day
They sound ridiculous and childish

That thought was turned into transformative action
It is Chairman Gonzalo

On September 24, marking the 27th anniversary of Chairman Gonzalo’s public appearance, the Party once again salutes the international proletariat and the peoples of the world. Know that we are guided by what Chairman Mao Tse Tung established: “‘It is right to rebel.’ For thousands of years, it had been said that it was right to oppress, it was right to exploit, and it was wrong to rebel. This old verdict was only reversed with the appearance of Marxism. This is a great contribution. It was through struggle that the proletariat learned this truth, and Marx drew the conclusion. And from this truth there follows resistance, struggle, the fight for socialism.”³ He says it is right to rebel against the oppressor and exploiter, centuries of infamy and evil that rise up against the oppressed nations and peoples of the world. On May 17, 1980, a new great wave arose to bury vile imperialism, global and native reaction, and the rotten ballast of old and new revisionism. It is a new historical period. One possibility was the restoration of capitalism, but as a counterpart to this restoration, revolution is also proclaimed, because it is inevitable. Maoism is clear and distinct.

We also salute each and every one of the leaders, cadres, and militants of the heroic combatants, as well as the combatants of the People’s Liberation Army and the masses who are closely and optimistically embracing the just and correct process of general reorganization of the party. To the proletariat and heroic Peruvian people, both in the countryside and in the city, masses who daily give us heroic examples of ironclad dedication, valuable lives that they offer along with their courageous blood in the din of the class struggle, which is fierce, they are sickles in the countryside where the din sounds like drums of war, together with the proletariat and the people, we must strike like a hammer, fighting in the cities. No one can tie their hands to justify capitulation. There will be problems when you dare to act. The masses are crying out, demanding action from the party. We cannot be deaf and blind to such a huge responsibility.

Chairman Gonzalo warned us with crystal clarity that the deeper the general crisis of Peruvian society, mainly bureaucratic capitalism, the greater the reaction and repression of the old state against the just struggles of agricultural proletarians, miners, mainly poor peasants, teachers, health workers, university students, transport workers, workers, native and indigenous peoples and communities, etc. This is an unequivocal expression of the intensification of the class struggle and the collusion and struggle of the big bourgeoisie in its two factions. There is absolute centralization of power being carried out by this fascist government of Vizcarra, centralization to guarantee the sinister, genocidal, and predatory efforts of imperialism, principally Yankee imperialism, against the Peruvian people. They criminalize the struggles in defense of their freedoms, rights, and achievements, and the class and the masses in general are taking on a growing wave of protest as a decisive response against these reactionary ambitions. As of July 2019, the Ombudsman’s Office has reported more than 184 struggles by the masses, 120 of which are national, 40 regional, and 17 local, concerning issues such as mining, pollution, teaching, replacement, labor rights, strike rights, wages, working conditions, increasing overexploitation, etc. The people’s war that began in 1980 is stirring and will stir even more, raising its vigorous bonfire so that the heroic Peruvian people can build their people’s republic according to the principles of new democracy, and they can only do so under the leadership of the party, the Marxist-Leninist-Maoist, Gonzalo Thought Communist Party of Peru. Generating expectations with “early elections”, “a new Congress”, “a new constitution”, or “a constituent assembly” only serves to rearrange and further the dark interests of this old reactionary State. It does not serve, nor will it ever serve, the proletariat and the Peruvian people.

It is important to note that the people’s war, which began on May 17, 1980, was preceded by two decades of ardent struggle against revisionists and opportunists who opposed the reconstitution of the party in a thousand ways, opposed being guided by Marxism-Leninism, Mao Zedong Thought, and specifically opposed the beginning of the armed struggle. It is the people’s war waged in our country that proved the correctness of the ideas that guided the beginning. They were strategic decisions and plans that forged us into an inexorable revolution. We are optimistic and we fight pessimism. We fight against the right-wing opportunist line of capitulation and enlistment, black flags that structured their “new line” in prisons, as they themselves called it, “a new line for a new definition, decision, etc., etc.” Of course, it is a line contrary to that of the PCP, Then there is the opportunist leftist line headed by the anti-Maoists, anti-party, and anti-Gonzalo Thought of “José” and company, a fiefdom that is sinking into negotiations and betrayals by the wage earners of the reaction. Crushing these attacks against Maoism, our great leadership, Gonzalo Thought, the party, the people’s war, the new power, and the uninterrupted democratic revolution until communism has been and is a task that always puts politics in command, as Maoism says; because if we do not put politics in command, then we put another politics in command, another politics that is bourgeois or petty bourgeois, or any other, but not proletarian. It is very clear, precise, and forceful, this irrefutable truth that was sanctioned at the First Congress, which others want to deny and erase.

The public presentation of our great leadership was never a circus, much less a prelude to capitulation. That may have been the case for the enemies of the revolution, but not for the party. For us, it is and will continue to be an all-powerful light that illuminates the just and correct path of the people’s war. Pessimism? Why would we be pessimistic about the triumph of the revolution in our country, when our people have an inexorably true and valid law? September 24 has always illuminated us, and today more than yesterday, we say that it is and will be a weapon of combat to confront and resolve the new and complex problems that the bend has gone through. That is what we continue in the process of the general reorganization of the party. Let us not forget that Chairman Gonzalo declared that the Peruvian revolution is part of the world revolution and that by developing the people’s war we are serving the New Great Wave of the World Proletarian Revolution. Initiating and developing people’s wars around the world serves to crush the sinister general counterrevolutionary offensive led by Yankee imperialism in collusion with other imperialist powers. Pessimism? There’s no reason for it.

“‘…Today there is one reality, the same contenders of World War I and World War II are generating, are preparing, for a new World War III. We should know this and we, as the sons of an oppressed country, are part of the booty. We cannot consent to this! Enough imperialist exploitation! We must finish with them! We are of the third world and the third world is the base of the world proletarian revolution, with one condition, that the Communist parties brandish and lead! That is what must be done!…’; We emphasize the importance of the oppressed nations that are the base of the World Proletarian Revolution and the immediate necessity of generating Maoist Communist parties that develop people’s war, in order to correspondingly unfold the new great wave of the world revolution and to impose Maoism as the command and guide.” Let imperialists, reactionaries, and revisionists know that Maoism is being embodied by communist parties and organizations around the world, that it is part of the pending task of the growing International Communist Movement (ICM), and that there are concrete facts of contribution, and contributions of universal validity of Chairman Gonzalo.

Today, we are about to celebrate the 30th anniversary of the enduring milestone of victory represented by the Marxist First Congress, a Marxist-Leninist-Maoist, Gonzalo Thought congress, son of the party and the people’s war. It should be a cause for celebration for communists and Maoist revolutionaries around the world because it is a milestone, it is an accurate foundation and defense of Maoism, it was defined as the third, new, and higher stage of Marxism, it is applying Maoism for the conquest of power. Power for whom? For the proletariat, for the dictatorship of the proletariat, based on an armed force led by the Communist Party. The First Congress had and has great prospects for the development of the construction of socialism and the uninterrupted continuation of the revolution under the dictatorship of the proletariat as great proletarian cultural revolution.
