The congress serves the world revolution, the people’s war serves it; the congress serves the people’s war which is the principal form of struggle for changing the world… the congress has sanctioned Maoism as the third, new and higher stage. What party raises this? It is ours, in this way it is the light of the world, the only torch that can unite all the communists of the world. The document is brief as it corresponds to the congress, but it is a milestone that serves to put Marxism-Leninism-Maoism as the command and guide of the world revolution… the congress has given us great fruits and wonderful perspectives. With time, there will be before and after the congress, the congress has decided our course, defining the general political line. Thus, if they throw themselves against the line, they throw themselves against the congress, they have already jumped, but who believes in renegades or those paid by imperialism… the congress is a milestone of victory that will deeply mark us for decades, for the entire party, for people’s war, and for world revolution.²

On this 90th anniversary of our glorious heroic combatant, the Communist Party of Peru, we express with fist raised, our salute, and our strict and complete subjection to our leadership, Chairman Gonzalo, Leader of the Party and the Revolution, the greatest living Marxist-Leninist-Maoist on earth, our firm commitment to defend health and life, pledging our own lives in it. We reject, reject and combat the sinister “farce of trial and life sentences” orchestrated by the Yankee gendarme as part of its general counter-revolutionary offensive, what are they aiming at with this sentence? Black pretensions to discredit him and isolate him more in the fascist concentration camp of the naval base controlled by the CIA — SIN in order to concretize their obscene plan to assassinate him. But in contrast to his black dreams, Chairman Gonzalo is recognized as the Leader of the Proletarian Revolution, since it is he who has defined Maoism as the third, new, and higher stage of Marxism, with his heroic forge, example and struggle as a communist commanding the New Great Wave of the World Proletarian Revolution.

Throughout the world, the Communist Parties and Maoist Organizations, the international proletariat and peoples of the world, develop and develop the successful campaign of strategic character to Defend the health and life of Chairman Gonzalo! Inseperable from Put Maoism as command and guide of the World Proletarian Revolution!, Long Live Chairman Gonzalo, Leader of the Party and the Revolution! Moreover, taking Chairman Gonzalo’s decisive contributions to the development of Marxism, wield the almighty Gonzalo Thought, in that framework the successful, warlike, and resounding celebrations for the 50th Anniversary of the Great Proletarian Cultural Revolution took place, and the celebrations for the 200th anniversary of the birth of our founder Karl Marx and the celebrations for the 100th anniversary of the October Socialist Revolution, and under his guidance, they have been tirelessly striving to initiate and develop people’s wars, constituting and reconstituting, or as in our case, advancing steadily in the general reorganization of militarized Marxist-Leninist-Maoist communist parties.

Chairman Gonzalo has transformed the fascist dungeon of the Naval Base into the highest and brightest trench of combat, heroic example of a communist who day by day enlightens us, strengthens us, summons us to persist in giving our lives for the party and the revolution, his heroic example demands us to develop the People’s War in service of the World Proletarian Revolution, that is what we do, that is what we will do, because we are firmly convinced that, Chairman Gonzalo is people’s war until communism.

There, the wretched revisionists and opportunists who dreamed in the “dialogue” of imperialism and reaction, both, of the revisionist and capitulationist right opportunist line (R&C ROL)³ and of the left opportunist line (LOL), their present path is, the unbridled enlistment and therefore the just sanction of the party will come to them sooner rather than later.

Likewise, we reaffirm ourselves in our all-powerful ideology of the international proletariat, Marxism-Leninism-Maoism, principally Maoism as universal truth, and its concrete and creative application for the Peruvian revolution, Gonzalo Thought, an all-powerful proletarian thought, it is with Gonzalo Thought that we have been resolving the complex and difficult problems that our revolution is going through, we draw near to the soul, certain and convinced that the ideological and political line decides everything, we persist and we will persist in its creative application, with communist loyalty.

On this very special date, we greet with optimism the Marxist-Leninist-Maoist, Gonzalo Thought Communist Party of Peru, the heroic combatant, war machine, and organized vanguard of the Peruvian proletariat. Its entire system of party leadership which, in hard struggle and combat against the sinister onslaught of the enemy, has been forging itself in the image and likeness of Chairman Gonzalo. We salute the leaders, cadres, militants, and masses who, wielding our Basis of Party Unity (BPU), persist in the pending task of general reorganization.

Chairman Gonzalo forged communists with the strength of the party itself and in this commitment, we confront the two principles of the reactionaries, to annihilate the leadership and to separate the guerrillas from the masses. And, both have been failing miserably.

Likewise, we reaffirm ourselves in the party events mainly in our Party’s First Congress, the Marxist Congress, the Marxist-Leninist-Maoist, Gonzalo Thought Congress, which has sanctioned at its highest level our Basis of Party Unity with its triple content: our scientific ideology Marxism-Leninism-Maoism, Gonzalo Thought, the Communist Program, and the General Political Line, with its center being the Military Line. We reaffirm ourselves in the First, Second and in the glorious, historic and transcendental Third Plenum, whose masterly synthesis is Chairman Gonzalo’s reaffirmation of September 24, 1992.⁴ We reaffirm our conviction that the events, work sessions, and agreements emanating from the leadership are fulfilled in ardent struggle, in the midst of the difficulties, bends, and inflections that our revolution demands.

We express our reaffirmation in the People’s War, the undefeated torch of hope that persists and flames against the wind for more than 38 years. Chairman Gonzalo taught us that to maintain it is a success, but if it permeates the masses, it is a complete success! We salute the People’s Liberation Army (PLA), Chairman Gonzalo’s red soldiers, combatants who give their precious blood, assuming the cost and the quota with defiance to death, the PLA, backbone of the new Power that is sustained mainly by the poor peasantry that under the leadership of the party faces repression and imperialist and reactionary genocide, we salute the masses that support us and the political prisoners and prisoners of war that in hard fights against the genocides committed by this old reactionary State, and the sinister complicity of the R&C ROL, resist until today, in the trenches of combat.

Our party was founded in 1928 by José Carlos Mariátegui on clear Marxist-Leninist bases, constitution, but upon his death, the line was abandoned and the leadership was assaulted, the life of the party has been winding, suffering usurpation of opportunists and revisionists to generalize, sinking the party in the swamp of parliamentary cretinism, decades of sinister desires and electoral and personal appetites. It was Chairman Gonzalo who in the mid 1960’s assumed the titanic and historic task of reconstituting the party. 15 years of intense, tenacious and persistent struggle, sweeping away the burden of revisionism entrenched in the party for thus, imposing a party to conquer Power for the proletariat and the people with People’s War.

In 1980, ILA 80⁵ grandiose epic of the People’s War began, justly and correctly defining the political moment, at international level around the Strategic Offensive of the World Proletarian Revolution (SOWPR) and at national level, in the midst of the general crisis of the Contemporary Peruvian Society and destruction of bureaucrat-capitalism. Chairman Gonzalo taught us: “the People’s War gave us a more complete idea of Maoism” thus, the party and the People’s War gave us historical milestone for the revolution in Peru and for the World Revolution, our First Marxist Congress, the Marxist-Leninist-Maoist, Gonzalo Thought Congress, clearly established that this would mark us for decades, revolutionary practice clearly proves it, next year is the 30th anniversary of our glorious and transcendental First Congress and it corresponds to commemorate it.

The international, national, and party situation make the moments we are living historic, and summons us to put all our forces in tension to fulfill the political tasks that the class, the international proletariat, the peoples of the world, and the Peruvian people demand, the masses demand from us, they clamor for more and more People’s War and we cannot be blind, deaf to that clamor, otherwise, we would not be communists, only of letterhead and for that qualification, the wretched revisionists and renegades.

The party is going through a process of General Reorganization. How much progress have we made? Wielding our BPU and the defense of the great leadership with People’s War, we have been advancing steadily. The left in a process of regroupment and consolidation has been facing the general counter-revolutionary offensive headed by the genocidal Yankee gendarme who suckle their cronies of the new revisionism of the R&C ROL and the LOL in Peru, and in the International Communist Movement (ICM) its sinister expressions were Avakian and Prachanda.

The unmasking, combat, and sweeping has been at all levels, at the beginning of the second decade of this century they had mounted a series of pseudo-generated organisms or pseudo-parties in the countryside, the city, and abroad, managed by the CIA — SIN through its agents, seeking to traffic and generate confusion in the masses, in turn, simultaneously the two-line struggle was impulsed against the R&C ROL and the LOL outside and within the ranks of the party, convergences and covert isolated positions were expressed that, in fact, opposed the general reorganization: “concentration on place and position”,⁶ “personal feuds”, “fiefdoms”, etc., they unwrapped entryism with the risk of blowing up the apparatuses. All their plans have failed and will fail, the others have flown away like pigeons, cowards to develop the internal struggle, and their sinister actions have even led to cases of handing over and murdering comrades and combatants.

The general reorganization is about to culminate in its phase of laying solid foundations and it is being combined with the celebration of the 30th anniversary of the First Congress of the party: “UNITE AROUND THE CONGRESS, DEVELOP THE GENERAL REORGANIZATION OF THE PARTY, IN MIDST OF THE PEOPLE’S WAR”. To unite around the congress is to unite and consolidate the militancy, the combatants, and the organized masses in the light of our BPU, the foundation that guides all our revolutionary action, to culminate and lay the foundations for developing the people’s war subject to the defense of the life and health of our great leadership, Chairman Gonzalo, and in service of the World Revolution.

Comrades, combatants, Peruvian people, the incontrovertible reality is one, the objective conditions have matured, the semi-feudal and semi-colonial character has accentuated, bureaucrat-capitalism has deepened. The revolutionary situation in development is strengthened. The Communist Party of Peru has never paralyzed its march, the People’s War has not ceased, the left remains firm, resolute, developing with effort and battle in this process, we are conscious forge of our responsibility, the necessity and historical tendency and the communist principles, demand to merge every day more with the just popular struggles that face the criminalization and militarization of their struggles, mainly of the poor peasantry that demands land for those who work it! Against the new latifundist concentration of land! Against the dispossession of the peasant and native communities, mainly by the imperialist mining, hydrocarbon and forestry companies, among others, together with their lackeys, the big bourgeoisie and landlords! Against the importation of agricultural products to the detriment of national agricultural production!

We dissociate and reject the R&C ROL’s sinister positions, that the land problem has been solved, denying the semi-feudalism in the country, they reject the thesis of Chairman Mao Tse Tung, which was developed by Chairman Gonzalo on bureaucrat-capitalism, that “there is no longer room for democratic revolution but for socialist revolution”. A complete disavowal of Gonzalo Thought, which only seeks to cover up his capitulation and rotten rampage of his path of parliamentary cretinism for further enlistment.

We call to unite with the proletariat and the masses of neighborhoods and shanty towns, teachers, university students, agricultural proletarians, farmers, and peasant, native, and indigenous communities that fight and resist against the reactionary anti-union, anti-people offensive, criminalizing their struggles, the right to strike, unionization, of expression and opinion against exploitation and arbitrary dismissals, etc., rejecting collective bargaining, the right to land, to work, denial of the right to strike, conquests and benefits that extend to all state workers in general, against the privatization of health, education, and social security, let us combatively reject it.

That is to say, dispossession, privatization (concession), exorbitant surplus value for them, and salaries, starvation pensions, on exploitation, layoffs, misery, anemia, and tuberculosis together with greater pauperization for our people. It is proven, and it must be emphasized, because the ROL and the LOL reject it, that within the cyclical evolutionary process it is true that bureaucrat-capitalism in the second half of each decade enters into greater crisis, enters into decline. The main thing is its political derivation which matures the conditions until the people’s war and the development of the revolution in our country, the old and new revisionists and opportunists of all stripes, instead of developing the democratic road, place themselves at the tail of the bureaucratic road and offer to “restructure their old State” via an outdated and amorphous “Constituent Assembly” and their participation in the reactionary elections that are managed by their Yankee master to adjust them to their plans.

Chairman Gonzalo declared: “What has the People’s War demonstrated? That the old Peruvian state is rotten to the marrow, is it not a reality that blows up in the face of those revisionists, opportunists and renegades day by day, there they submit with their amphora head and tongue of votes, their offer and enlistment has no limits.” We reaffirm what Chairman Gonzalo told us: “to annihilate the People’s War will lead them to unleash an unjust war” that is to say, the development of their counter-subversive war, the Yankee strategy of developing their Low-Intensity War and that obliges absolute centralization (to trample on their bourgeois democracy, their laws, and their institutions specified in presidential absolutism, everything concentrated in the executive, in a fascist pro-Yankee lobby headed today by the pawn Vizcarra).

Imperialism, mainly Yankee imperialism, needs a fascist lobby that heads the fascist, genocidal, and homeland-selling regime under the hegemony and leadership of the big bourgeoisie in its comprador faction (covert dictatorships) to exercise its greater domination and interference and intervention over the old State, managed and monitored through the Yankee embassy in Peru.

These lobbies develop in a process of centralization, strife, and purification, as was the case with de Bari Hermosa,⁷ Montesinos, and Fujimori himself, passing through Giampetri during the Aprista government, etc. and now Kuczynski.

The current political crisis of the fascist, genocidal, and homeland-selling regime, the conflict between the executive and the parliament and the corruption scandals in the executive, the judiciary, the public ministry and other public and private institutions have been uncovered, through the Yankee agent Gorriti and the audio leaks made by the DEA — DIRANDRO⁸ and its listening system “Constellation” aims to lead to presidential absolutism legitimizing Vizcarra as head of the fascist, genocidal, and homeland-selling regime, and bring the “reforms in the administration of justice” perhaps via referendum, so that the Yankee justice department has control and can manage it according to their interests, case Brazil, Argentina, etc.

What do we see? The bankruptcy of all the parties of the big bourgeoisie and landlords engaged in disputes and mutual denunciations of cases of corruption, links with drug trafficking, organized crime, and wiretapping, among others.

And, as part of their task to restructure their old State, there are the regional and municipal elections that have reflected the replacement of gamonalillos as a political manifestation of their semi-feudalism, bosses, and lackeys linked to drug trafficking, land trafficking, civil construction mafias, etc. They are part of the dispossession and a clear expression of feudalism in our country. What should we do? Persist in the policy of boycott: Elections No, People’s War Yes! The results at national level of absenteeism, void votes, and blank votes have left a clear rejection to this old and outdated system of elections, parties, replacements, and populisms.

It is a party necessity to make the leap so that the democratic path is embodied that we have entered to develop as the People’s Road of Liberation, this obliges us to see the two hills, the growing intervention and interference of imperialism, mainly Yankee imperialism, at a moment that enhances its hegemonic plans in Latin America as an area of dominance in its struggle with the Russian superpower, the Chinese power, and others.

We must raise the political consciousness of the class, the people, and the masses with a clearly anti-imperialist character. Chairman Gonzalo warned us that the territory, the nation, and the homeland was and is at risk by those who rule. We cannot consent to this!

On the other hand, at the international level, the historical period established by Chairman Mao Zedong of struggle against the two superpowers, American and Russian, is still fully in force, it is the voice of general order for the peoples of the world. We reject revisionist and reactionary positions of “bipolarity”, “multilateralism” or “three superpowers”. Absurd, “Maoists” who reject Maoism? The imperialist system is experiencing one of the greatest crises in its history, this is part of its general economic and financial crisis since 2008 in decline, bourgeois economists say that it has entered a depression and that a new crisis is coming.

Yankee imperialism in its condition of unique hegemonic superpower in its struggle with the other Russian superpower, needs to reach “strategic superiority” as Chairman Mao Tse Tung rightly established in order to unleash a World War III, the Yankees, aggressively and desperately launch themselves into it and dream of a “new world order” but fail, on the contrary, they are on their heels. Thus they seek the domination of the intermediate zone, basically the Third World aimed at consolidating their area of domination, as in the case of Latin America, and strengthening their areas of influence, as in the case of Asia and mainly the Expanded Middle East, and with it to advance in the encirclement against Russia and to prevent the development of China. Thus we see an area of domination, area of influence, collusion and struggle, and new distribution, thus stoking inter-imperialist contradictions.

In this context and within its doctrine of “national security”, imperialism applies, alone or in coalition since 2001 under its “global and total strategy of the fight against terrorism”, revealing itself to the oppressed nations and peoples of the world as the greatest genocide of the 21st century. In this framework, the main contradiction in the world is clearly shown, oppressed nations — imperialism, developing an abject aggressive and merciless genocide against the Arab people under their ragged pirate banners of “human rights” and “humanitarian aid”: “human rights” “humanitarian aid”, “defense of democracy”, carrying out repression and extermination of children, women and the elderly, widespread torture, destruction of cultural heritage, war without prisoners, and as always, stealing, everything, burning everything, killing everything, legitimize concentration camps, selective assassination, via drones, formation of mercenary and terrorist groups and troops, (Al Qaeda, coups d’état, etc.) thus against Iraq, Afghanistan, Palestine, Libya, Egypt, Syria, targeting Iran, etc. Yankees Out of the Greater Middle East! Long live the Arab people! Simultaneously in Latin America comes a further escalation of the development of their counter-subversive strategy of Low-Intensity Warfare, they unleash their general counter-revolutionary offensive in their eagerness to consolidate their area of domination and eradicate Russian and Chinese invasion.

Increasing militarization under the pretext of the fight against “drug trafficking” and “fight against organized crime” see Mexico, Colombia, Peru, Brazil, Chile, etc. Since Colombia has become its counter-revolutionary platform from Plan Colombia to its entry into NATO, where after the farce of the “peace agreement”, “ceasefire”, “round of talks” to which the armed revisionism of the FARC was subjected, now paramilitarism, impunity, and the murder and persecution of political and social leaders are enhanced. They also seek to reverse the processes where the regimes are being led by the big bourgeoisie in its bureaucratic faction in the case of Venezuela, Nicaragua, Bolivia, etc., using their CIA — NSA — USAID agencies and the sinister role of the Catholic Church prepares conditions for military intervention, alone or in coalition with the Latin American reactionary armies: Yankees out of Latin America! Long live the people of Venezuela and Nicaragua!

Thus in this context they unload the imperialist crisis on the proletariat and peoples of Latin America, deepening bureaucrat-capitalism, restructuring the old landlord-bureaucratic states, seeking to annihilate the people’s war in Peru and to prevent the constitution and reconstitution of the militarized Marxist-Leninist-Maoist communist parties who in a hard, tenacious and ardent struggle are fighting for the reconstitution of the communist parties, tenacious and ardent struggle are marching towards the unification of the communists in the world, of which the Fifth Meeting of Latin America⁹ and the First Meeting of European Maoist Communist Parties and Organizations¹⁰ are decisive milestones in the steps towards the conformation of the future Communist International (CI) commanded by Maoism, even more so assuming the contributions of universal validity of Chairman Gonzalo.

We salute from here the people’s wars that strenuously fight and destroy the three mountains of oppression and exploitation and generate new power. Long live the people’s war in India, Turkey, and the Philippines! We call on the left in Nepal to take up the only road of true emancipation.

As an unfading invincible light shines defiantly Maoism commanding the New Great Wave of the World Proletarian Revolution, crushing the general counter-revolutionary offensive headed by the Yankee gendarme and unmasking and sweeping away the old and new revisionism that in the most outdated, most sinister moment, of greater genocide and world militarization, sprouts as pus in defense of the imperialist system and reactionary regimes, Death to revisionism, principal danger of the revolution, in cahoots with imperialism!

Long live Chairman Gonzalo, Leader of the Party and the Revolution!
