Proletarians of all countries, unite!
On October 7, 1928, José Carlos Mariátegui, the greatest Marxist of our homeland, founded the Communist Party, the highest form of organization of the Peruvian proletariat and a fundamental tool to lead our people in their revolutionary armed struggle against imperialism, feudalism, and bureaucrat-capitalism, building a New Democratic State, and later achieving the socialist revolution with the ultimate goal of establishing a communist society.
In its 50 years of existence, our Party has had two moments of singular importance. The first moment is the period of its establishment, when Mariátegui, waging a consistent struggle against the corrosive work of aprism and anarchism, founded his greatest work, the Communist Party, which he armed with his luminous thinking, providing it with a Marxist Program, a general political line, and tactics. The second moment is the period of its Reconstitution, in which the red line of our Party, resolutely combating revisionist, opportunist positions disguised as “left,” and liquidationist tendencies, carries forward with proletarian tenacity the process of reclaiming Mariátegui’s path, developing the line.
In the task of completing the Reconstitution we are engaged in, the Party is firmly committed to working towards “Reconstituting the Party from the countryside and basing it on peasant work to continue the path of bringing the cities closer from the countryside,” and under the directive of “Develop the building, principally of the party, based on the armed struggle” personally unfolding in this process the struggle against revisionism as the main danger.
The culmination of the Reconstitution will be the Fifth Congress of the Party, “Reconstitution Congress,” a milestone that will represent a significant assessment in the history of our Party and symbolize the completion of its Reconstitution process and lay the foundations for a new stage: development of the armed struggle.
When Mariátegui developed the Program of the CPP, he stipulated that the same, together with the attached basic theses, should be sanctioned at a Party Congress. This provision has never been fulfilled. As it concludes its Reconstitution, the Party today undertakes the task of officially and definitively sanctioning the Program, the General Political Line, and the Foundations with which Mariátegui founded the Party at its Fifth Congress, taking into account 50 years of experience and the development of its Path. Additionally, it should sanction the new Statutes and fundamental documents of Party construction, establishing the foundations for a new stage of its work.
In this way, the 50th anniversary of our foundation will find the Party concluding a long journey followed by the Peruvian proletariat and people to Reclaim Mariátegui and his development, and to Reconstitute their Party.
