WHILE IMPERIALISM AND WORLD REACTION ARE IN THEIR SWEEP AND THEIR GENERAL COUNTER-REVOLUTIONARY OFFENSIVE IS DECAYING
MAOISM INCARNATING ITSELF IN THE PEOPLES OF THE WORLD IS GENERATING MILITARIZED COMMUNIST PARTIES OF A NEW TYPE TO LEAD THE NEW PEOPLE’S WARS, CRUSHING REVISIONISM
1917, triumph of the October Revolution in Russia, the class establishes the dictatorship of the proletariat and opens a new era.
The triumph of the October Revolution marks an extraordinary milestone in world history, the end of the bourgeois revolution and the beginning of the world proletarian revolution. This new era marked by the strengthening of violence expresses the expiration of the bourgeoisie to lead the revolution and the maturity of the proletariat to seize, lead and maintain the Power of the dictatorship of the proletariat; within which are also framed the revolutions of the oppressed nations. Revolutionary violence to conquer and maintain the new Power is today people’s war.
Lenin develops Marxism and elevates it to a second stage, Marxism-Leninism. Stalin will continue Lenin’s work and in the process of construction of socialism in the USSR he will fight against the deviations of Trotsky, Zinoviev and Kamenev which concluded in 1937; it took a 13 year struggle and it is false that he resolved things in an administrative manner. We assume Chairman Mao’s position on Comrade Stalin’s role that 70% is positive, a great comrade.
Just as no class in the world could seize Power all at once, but through a process of restorations and counter-restorations, when the proletariat seizes Power and establishes its dictatorship, the eagerness of the bourgeoisie to restore capitalism is strengthened and a historical process of struggle opens up between the proletariat to maintain and defend its dictatorship and prevent capitalist restoration and the bourgeoisie that wants to regain power. This struggle between restoration and counter-restoration is an undeniable historical law until the dictatorship of the proletariat is definitively established. In the case of a revolution in which the proletariat definitively establishes itself in Power, the struggle between restoration and counter-restoration is extremely acute and bitter and will take approximately 200 years, beginning with the Paris Commune in 1871.
The experiences of the restoration in the USSR and China leave us great lessons, both positive and negative; especially, to highlight the giant steps forward in the realization of the new State and how the Great Proletarian Cultural Revolution is the solution to avert the restoration.
Chairman Mao said: In a short time the world has been transformed as never before; what took England 250 years will take China 50 years. There we see the potential of production relations. The old tsarist Russia, backward with centuries of ballast, with a crippling feudal system that stained the rotten system from its deepest roots to the most vile; with a brutal autocratic dictatorship, was called the gendarme of Europe but the revolution overthrew centuries of oppression were swept away and in a few decades reached great heights of production and gave bases to what later the revisionists used as a power and superpower economy.
On this Anniversary, which marks One Century of the Triumph of the Great Socialist Revolution in Russia led by the Great LENIN and his continuator Comrade Stalin; we must reaffirm what progress was made in the New Socialist State and the five-year plans that the CPSU implemented, that even the reactionaries and counter-revolutionaries are forced to recognize. That is the merit of Stalin in the construction of Socialism and the defense of the dictatorship of the proletariat, that is why he is so hated by reaction and world revisionism.
Seeing the five year plans according to non Marxist authors like Bernald and Colin… (Third Plenum of the Central Committee, 1992) Five five year plans, twenty five years, with world war in the USSR, 25 million dead and they had to apply scorched earth. Chairman Mao says, Stalin did not know how to manage the production system, he did not put it on the two feet, Agriculture and Industry. Notwithstanding the mistakes made, the strength of the power of these new social relations created a complete revolution and certain bases of economic development that satisfied the needs of millions… The World Bank in a book analyzes 30 years of development of the backward countries…, concludes that the one that made the greatest leap in the shortest time was China, it is not Deng’s laws, it is the development of China’s economy from what was done in the Democratic Revolution of the Supporting Bases to what was done after the liberation of 49.
The USSR, under the leadership of Stalin and the Communist Party, with the Red Army and the sacrifice of more than 25 million lives of Soviet citizens and millions of lives of the peoples of Asia, defeated the fascist state of Germany in the Second Imperialist War, a world war of plunder, defeated HILTLER and left him no choice but to commit suicide. Stalin led the world anti-fascist front in the war, which saved the USSR, served the liberation of Europe and contributed to the revolution in Asia and the whole world.
All that was left by the October Revolution and all the comrades and comrades who immolated themselves at the moment of opening the New Era, no one of the enemy, that is no oppressor will forgive them and the proletariat and the peoples of the world thanked them and dreamed of equality, justice and peace for all; Today, tomorrow and always what was established by the titans of thought and action is fulfilled, with the triumph of the Chinese Revolution (1949), the beginning of the People’s War in Peru (May 17, 1980), the one led by the Communist Party of Peru, the People’s War, led by the CPI-Maoist, and those that are about to begin, is a reality, not mere thought.
In this process of the world proletarian revolution, Chairman Mao Tse-tung developing Marxism-Leninism raises Marxism to its highest peak, turning the theory of the proletariat into Marxism-Leninism-Maoism. And in Peru, Chairman Gonzalo, applying it to the present situation, has given us Marxism-Leninism-Maoism, Gonzalo Thought.
In the present situation and in perspective we have entered the strategic offensive of the world revolution within the “50 to 100 years” in which imperialism and world reaction will collapse and we will enter to the proletariat definitively establishing itself in power and establishing its dictatorship, from then on the contradiction will be between socialism and capitalism on the march towards communism.
The fact that there have been restorations in the USSR and China does not deny the process of vigorous development of the international proletariat, but it shows how the struggle between restoration and counter-restoration takes place from which we communists draw lessons to prevent the restoration and definitively establish the dictatorship of the proletariat.
As was to be expected the Maoist Communist Parties and revolutionary organizations have pronounced themselves with the appeal made at the Fifth Meeting of Maoist Parties and Organizations of Latin America, signed by the organism generated by the Communist Party of Peru for work abroad, the Peru People’s Movement (Reorganization Committee), to celebrate the 100 years of the Triumph of the October Revolution and that they are 100 years of the Development of the World Proletarian Revolution, and then it is concretized with the call of the First Meeting of Maoist Parties and Organizations of Europe, to a great celebration. This act is its concretization.
This is the call of the class, of the international proletariat and the peoples of the world, to this clamor of the class and the people we join together embodying the scientific ideology of the proletariat, the resplendent and indestructible Marxism-Leninism-Maoism, Gonzalo Thought, which is the creative and concrete application of Maoism today and always, that we carry it in our veins and in our mind palpitates, Everything is illusory except power!
After celebrating the 25th Anniversary of the First Congress of the Communist Party of Peru and carrying out the campaigns of Ideological and Political Construction (CIPO), ambushes, constant actions of agitation and armed propaganda, … and various calls at all party levels, we have broken through and pushing forward the General Reorganization of the Party (GRP), advancing in making us strong in politics and squandering courage and much communist initiative. The EPL2 embodies, more and more, that our strength lies in the CIPO, research and training plans and a planned displacement; managing discipline, constant political and military vigilance and raising the party needs. Today we know how to conduct ourselves and deliver hard blows to the enemy, and we are advancing in this.
The rest is pure foolish chatter and black opposition to make the leap in the organizational construction, of leadership and in the two-line struggle, of those who cling to the old and the black; The old resists to die, they question, criticize and make a question of state for unimportant things and sink in the rotten individualism and liberalism hoping that everything comes from the center of direction and they fight for a position and believe they are predestined to lead when they do not move a finger and less break with the old; they beat their breasts; but, of plans, of ideology and of CIPO, nothing! They waste their time and some of them leave before the end of the GRP. Deep down they capitulate because of problems of fiefdom, of “partner” and they tinkle the ideas of their universities or of their old contacts of the revisionist and capitulationist ROL3 and the LOL,4 they fall into pessimism and say, better I was here or there; but they do not even know what the camp is, nor what the People’s War is, because this one is and will be even more bloody and that stretch of blood and victory we have not yet passed, they want to advance without a flinch and without wearing out their shoes, foolish poses that, in theory and in practice, Chairman Gonzalo, previously already crushed the old revisionists and traitors to the People’s War, who today furiously attack and deny his thinking; the Communist Party of Peru has experience in the management of the two-line struggle and we will crush individuals, who for their eagerness for protagonism and liberalism flee from the struggle and allow themselves to be carried away by groups of traitors and renegades, who never did anything but destruction and de-cohesion.
The struggle is at the level of ideas, it is concretized in the People’s War and the struggle takes place wherever it comes from. It is an armed struggle between revolution and counter-revolution, if in it we immolate our lives to impose the line and the left of the Party, then we surrender it with dignity and resolution. That is what we have been taught by Marx, Lenin, Chairman Mao and we have learned from the leadership of Chairman Gonzalo, that is what we do and will continue to do until communism is imposed on the earth and there is harmony and happiness for the people.
This old Peruvian State, rotten to the marrow, is sinking irremediably, represented by fascists, genocidaires and traitors, more and more lackeys and vile servants of their master, mainly Yankee imperialism. The Yankee who acts as president of the old landlord-bureaucratic State, PP Kuczynki, in his pretended eagerness and outcry tries to hide his essence and is submitting more and more to the imperialist and reactionary dictates.
After having carried out, on Sunday, October 22, a National Census 2017; this was in evidence. As always, in order to impose their counter-subversive plans as part of their so-called “Low-Intensity Warfare” (LIW), population control and for the dispossession, “expropriation”, of the lands and properties of the people; When the order of immobility and repression of the population was already being questioned, the Minister of the Interior, the FUHRER apprentice—and former sympathizer of the armed revisionism of the MRTA—Basombrío, denied that there would be no arrests and that “the citizen could leave for a health emergency”; falling into the ridicule and shamelessness of those who engendered these Yankee plans.
It was noticed that in many places there was no census and even less reached the remote places of our national geography. There was a high percentage of rejection, expressed in the fact that many people started drinking, going for a walk and meeting or reuniting with friends and family; it was revealed that the regional and presidential candidates were preparing to disseminate propaganda on polo shirts, caps and pens that INEI itself was aware of, and even the resignation of the Leader of INEI, Anibal Sáncherz, took place due to the waves of complaints of theft and rape of women who were taking the census; They have paralyzed their economy and the production of many factories and private and state-owned companies, even transportation, paralyzing and restricting the Electric Train, etc., and causing more insecurity and insecurity in the country. and causing more insecurity and taking advantage of the delinquency to commit their misdeeds to the order of the day.
This “Census” shows their real reactionary nature, these authorities of the old State, at all levels, are out for loot. This corrodes them even more and increases their quarrel among themselves. With this “Census”, after having used it for their purposes and shameless systematic theft and deceived the young people; these days, the same young people who took the census have protested and have despised the system and the entire state apparatus of INEI, with total class hatred, for their payments and have thrown away and spoiled all the material and incomplete logistics that they gave to justify these drivers of the great disaster and scam of the National Census 2017.
In the recent National Strike of the Bases of SUTEP they have mobilized in a great majority of Lima and Regions of the country, if they did not attend and did not abide by some teachers is because of the dirty and black work done by those of Movadef and Patria roja, all the “left” opportunism that swarm in Lima and Huancayo, mainly for not working disciplined as a Front, but act outside the bases and masses of teachers in the countryside and parents and students, only want related and traffickers of the teaching profession, giving rise to infiltration in the Regional SUTE and that the Movadef adheres or touts the leadership of the HNI of 2017 and try to traffic with the advances in the struggle and the platform of struggle of teachers, young people and parents. These are the conditions that are presented and, also, the workers of the Judiciary about to go on Strike, so Durbeli Rodriquez has come out to defend his management and stifle the struggle of the workers of the judiciary, the national and international situation demands bold advance, in the next reactionary elections to push for the Boycott, even more to go incorporating the masses in and for the People’s War.
The Yankee PPK has recently met with the representative of the UN to discuss foreign policy matters and plans for his “human rights” (HR), which is nothing more than the rights of the bourgeoisie and to endorse crimes of the old Peruvian State, saying that the UN has told him to submit the genocidal Fujimori to examination by international doctors; for what? To grant him a pardon. Endorsing the genocides of the bureaucratic path and wanting to fulfill his main counter-revolutionary task of annihilating the People’s War and the Communist Party of Peru.
But they are failing in their three reactionary tasks. Thus the old society and the old State that represents and defends it, its democracy, its Executive and Parliament, its armed and police forces, its judicial and prison system are sinking and, however hard it may be for them, the Communist Party of Peru is advancing in its People’s War, even more so in the current context of the 25th Anniversary of the current and victorious Speech of Chairman Gonzalo, of the 89th Anniversary of the glorious and heroic fighter, the Communist Party of Peru, and in this 100th Anniversary of the Triumph of the Great October Socialist Revolution in Russia, led and under the Leadership of the Great Lenin.
We salute the Maoist parties and organizations of Latin America and the World for the impulse to the campaign in defense of our Great Leadership, Chairman Gonzalo, and very especially the Communist Party of Brazil (Red Fraction), Communist Party of Ecuador (Red Sun), the Maoist Communist Party of France and the Maoist magazines of Germany (Class Position5) and Austria (Red Front Collective), etc. for their pronouncements on the 25th Anniversary of the Speech of our Great Leadership.
These pronouncements have a great significance in defense of Maoism. Because, with their sinister and black attacks on the greatest living Marxist-Leninist-Maoist on the face of the earth, on the master of communists and guarantee of triumph, Chairman Gonzalo; that is where the reactionaries and bone-suckers, the hyenas of the rotten system have attacked, the living soul, our heart and the center of Party unification, they have wanted to savage the Communist Party of Peru Leadership in the farce of the new Trial. But, that is when our dear Leader and Eagle of the Party has thwarted and crushed their plans, the traitors and revisionists of the ROL and LOL, those who never show their faces and cover themselves with the cloak of political prisoners and social fighters; today, openly, in the party and fronts of Movadef, Fuddep, etc, with the old cantaleta that “there are no conditions”, “the leadership cannot and there is no one to assume”; but, if they take the name of Chairman Gonzalo and the Communist Party of Peru for their black and puerile skins, the People’s War will sweep them away and they will have to swallow all their black vomit and the Communist Party of Peru will leave the Recodo with the GRP.
We must raise the proletariat and peoples of the world especially here in Latin America, which is the center of revolutionary storm, where the spark of the People’s War in Peru is setting fire to the fields of oppression and exploitation and which will become the future bases of support of the world proletarian revolution…
We reaffirm ourselves in developing as a fraction within the International Communist Movement so that Marxism-Leninism-Maoism, principally Maoism, be the command and guide of the world revolution and we call to raise, defend and apply Marxism-Leninism-Maoism, principally Maoism! Since, only in this way the international proletariat through its reconstituted Communist Parties will be able to lead the conquest of Power and emancipate the oppressed in order to emancipate itself as a class.
The history of the international communist movement is a glorious process of struggle through which communists throughout the world have struggled and struggle to unite in the service of achieving their unalterable goal, communist society. In this heroic struggle three Internationals have been realized.
We are for the reconstitution of the Communist International and we consider that the agreements taken in the Meetings of Maoist Parties and Organizations of Latin America and Europe to march towards a Unified International Conference of Maoist Parties and Organizations is an important step in this direction to which we are giving impulse with our participation through our generated organism and with the joint pronouncements.
