PROGRAM

The Communist Party of Peru is based on and guided by Marxism-Leninism-Maoism, principally Maoism and, specifically, by Gonzalo Thought as the creative application of the universal truth to the concrete conditions of the Peruvian revolution, made by Chairman Gonzalo, leader of our Party.

The Communist Party of Peru, organized vanguard of the Peruvian proletariat, which is an integral part of the international proletariat, very especially takes up the following basic principles:

• Contradiction, the sole fundamental law of the incessant transformation of eternal matter;

• The masses make history and “it is right to rebel”;

• Class struggle, dictatorship of the proletariat and proletarian internationalism;

• The need for a Marxist-Leninist-Maoist Communist Party that firmly applies independence, self-decision, and self-sustenance;

• Combat imperialism, revisionism, and reaction inseparably and implacably;

• Conquer and defend Power with people’s war;

• Militarization of the Party and concentric construction of the three instruments of the revolution;

• Two-line struggle as the driving force of Party development;

• Constant ideological transformation and to always put politics in command;

• Serve the people and the world proletarian revolution; and

• Absolute selflessness and a just and correct style of work.

The Communist Party of Peru has communism as its final goal; therefore, given that present Peruvian society is oppressed and exploited by imperialism, bureaucrat-capitalism, and semi-feudalism, the revolution has a first democratic stage and a second socialist one in order, subsequently, to develop successive cultural revolutions. At present, with people’s war, the Party develops the democratic revolution, having as its immediate goal to culminate it by conquering Power throughout the country; therefore, we uphold the following objectives:

GENERAL PROGRAM OF THE DEMOCRATIC REVOLUTION

1. Demolition of the Peruvian State, dictatorship of the exploiters led by the big bourgeoisie, of the armed and repressive forces that sustain it, and of all its bureaucratic apparatus.

2. To sweep away imperialist oppression, mainly Yankee imperialism, that of Soviet social-imperialism, and that of any imperialist power or country; in general, to confiscate their monopolies, companies, banks, and every form of their property, including the external debt.

3. To destroy bureaucrat-capitalism, both private and state-owned; to confiscate all its properties, goods, and economic rights for the benefit of the new State, as well as those corresponding to imperialism.

4. Liquidation of semi-feudal property and every subsisting modality of it, confiscating it in order to deliver the lands to the peasantry, mainly the poor peasantry, applying the principle of “land to the tiller.”

5. Respect for the property and rights of the national bourgeoisie, or middle bourgeoisie, both in the countryside and in the city.

6. Fight for the establishment of the People’s Republic of Peru, as a front of classes based on the worker-peasant alliance led by the proletariat headed by its Communist Party; as a concretization of New Democracy that carries forward a new economy, a new politics, and a new culture.

7. Develop the people’s war that, through a revolutionary army of a new type under the absolute leadership of the Party, destroys the old power part by part, mainly its armed and repressive forces, and serves to construct the new power for the proletariat and the people.

8. To culminate the formation of the Peruvian nation, unifying the country truly to defend it from all imperialist and reactionary aggression, safeguarding the rights of the minorities.

9. To serve the development of the Peruvian proletariat as part of the international working class, the formation and strengthening of true Communist Parties guided by Marxism-Leninism-Maoism, and their unification in a revived international communist movement; all in service of the proletariat fulfilling its great historic mission as the final class.

10. To defend the freedoms, rights, benefits, and conquests that the working class and the masses have achieved at the cost of their own blood, recognizing them and guaranteeing their authentic validity in a Declaration of the Rights of the People. To respect, particularly, the freedom of religious conscience, but in its full breadth, both to believe and not to believe. Likewise, to combat every provision harmful to the popular interests, especially any form of unpaid work or personal burden and the overwhelming taxes that fall upon the masses.

11. Real equality for woman; a better future for youth; protection for the mother and childhood; respect and support for old age.

12. A new culture as a weapon of combat to concretize nationality, that serves the popular masses and is guided by the scientific ideology of the proletariat. Give special importance to education.

13. Support the struggles of the international proletariat, of the oppressed nations, and of the peoples of the world; fighting against the superpowers, the United States and the Soviet Union, imperialism in general, international reaction, and revisionism of every type, conceiving the Peruvian revolution as part of the world proletarian revolution.

14. Struggle tenaciously and heroically for the full and complete triumph of the democratic revolution throughout the country and, once this stage is culminated, immediately, without any interval, pass to the socialist revolution in order, together with the international proletariat, the oppressed nations, and the peoples of the world, through cultural revolutions, to continue the march of humanity toward its final goal, communism.

But considering that the democratic revolution in the country passes through a period characterized by:

1. Deepening of the general crisis of Peruvian society, mainly of bureaucrat-capitalism;

2. Greater reactionarization of the State, today with an Aprista government, fascist and corporativist, headed by the genocidal García Pérez;

3. Sharpening of the class struggle; the masses increasingly take up the necessity to combat and resist;

4. The people’s war develops vigorously and grows; and

5. The people need a People’s Republic built according to the principles of New Democracy.
