In Celebration of Chairman Gonzalo’s Birthday and the Day of the People’s Liberation Army

The Chairman, by creatively applying Marxism-Leninism-Maoism to the concrete conditions of Peruvian reality, has generated Gonzalo Thought, providing the party and revolution with an indispensable weapon that guarantees victory.

Gonzalo Thought has been forged throughout years of intense, relentless, and ceaseless struggle to raise, defend, and apply Marxism-Leninism-Maoism, to retake Mariátegui’s road and develop it, to reconstitute the Party and, mainly to initiate, maintain, and develop the people’s war in Peru, serving the world revolution, and that Marxism-Leninism-Maoism, principally Maoism, be in theory and practice its only command and guide. The general political line and its 5 elements, with the military line as its center, are based on this thought.

It is the process of the people’s war that has driven Gonzalo Thought, has led it to concretize as Gonzalo Thought. It was first specified as guiding thought, then as Chairman Gonzalo’s guiding thought, and, subsequently, as Gonzalo Thought. Guiding thought, Second National Conference, when the party prepares to generate a vacuum in the countryside and create new power, that was the concrete historical foundation. The reference to Chairman Gonzalo’s guiding thought, First Plenary Session of the Central Committee of the Third Conference, which agreed on the Great Leap, within the Plan to Seize Bases, in the people’s war.

At the First Congress of the CPP (1988) on the Military Line, it established:

Upholding, defending, and applying Marxism-Leninism-Maoism, principally Maoism, Chairman Gonzalo established the military line of the Party. In the First Expanded National Conference of November, 1979, it was agreed upon as being central to the general political line and it is now being developed through the People’s War.

Chairman Gonzalo has persistently integrated the universal truth of Marxism-Leninism-Maoism with the concrete practice of the Peruvian revolution, combating and crushing revisionism and the right opportunist line. By applying dialectical materialism to the question of war, the military line also expresses the philosophical thought of Chairman Gonzalo and summarizes the laws of war, of revolutionary war in general, and the specific laws of the revolutionary war in Peru. The military line is vital to our ideological, political, military, economic, and cultural work and permits us to differentiate between the proletarian military line and the bourgeois military line.

The military line consists of the laws that govern the People’s War for the seizure of power and its defense. It contains three elements: 1. People’s war, specified in our case as unified People’s War, mainly in the countryside, with its complement in the city; 2. Building the revolutionary armed forces, applied here as the People’s Guerilla Army, which has the particularity of incorporating the militia in order to advance towards the sea of armed masses, and; 3. Strategy and tactics that are formed through the encirclement and annihilation campaigns and the counter-campaigns of encirclement and annihilation. In our case this element is specified by applying political and military plans that have a political and military strategy developed in campaigns with specific objectives.

Chairman Mao established the road of surrounding the cities from the countryside. At its heart are the Base Areas, taking into account that the powerful imperialists and their reactionary Chinese allies were entrenched in the main cities. If the revolution refused to capitulate and wanted to persevere in the struggle it had to convert the backwards rural zones into advanced and solid Base Areas, into great military, political, economic and cultural bastions of the revolution to fight against the fierce enemy that was assaulting the rural zones using the cities, and to carry the revolution step by step to a complete victory through a protracted war.

True to this basic Maoist thesis, Chairman Gonzalo has established the carrying forward of a unified People’s War where the countryside is the main theater of armed actions: Since in our country we have an immense majority of peasant masses, that is where we must build the Base Areas. As Chairman Mao said: “The protracted revolutionary struggle supported in such revolutionary base areas is fundamentally a guerrilla war of the peasants led by the Chinese Communist Party. Therefore, it is wrong to ignore the necessity of using the rural zones as revolutionary base areas, to disregard the arduous work among the peasants and to neglect the guerrilla war.” Going further, Chairman Gonzalo specifies that in the cities armed actions should be carried forward as a complement…

As militants of the Communist Party of Peru, we assume completely and thoroughly the military line of the Party, established by Chairman Gonzalo, which based on the highest creation of the international proletariat, Marxism-Leninism-Maoism, has specified our military line with Gonzalo Thought, endowing us with an invincible weapon, the unified People’s War mainly in the countryside together with the city as a complement. As the principal form of struggle we carry it forward, it is a bright torch before the world, proclaiming the universal validity of the forever living Marxism-Leninism-Maoism.

For this new celebration of the birthday of our Chief, Chairman Gonzalo, and the day of the People’s Liberation Army (PLA), nothing better than to publish the Communist Party of Peru’s document: Conclusions Regarding the Process of Armed Struggle, whose importance and timeliness of its publication will be understood by studying it.

The document deals with the four years of armed revolution, the four achievements of the armed struggle and the process of developing the people’s war. The Central Committee approved this document which contains the process of the armed struggle and the Conclusions, as well as the principles to which all party members must adhere. The Party, in this regard, established:

We must adhere to three fundamental points:

  1. A single thought, the Guiding Thought

  2. A single Line

  3. A single Leadership

The four years of People’s War and part of its predecessors, since the Constitution, are shown.

In four years of armed struggle, four Milestones have been reached:

Milestone 1: Ninth Plenary Session, definition, IAS2 is decided.

Milestone 2: Preparation; First National Conference: Militarization of the Party, Military Strategic Plan, Building the Three Instruments, Development of the Armed Struggle, Forging the First Company, the First Party EEM, Declaration of War and 2nd Plenary Session of the Central Committee.

Milestone 3: May 17th, the Armed Struggle begins with the action in Chuschi (at the end of May the beginning of the Plan is defined; 93 actions in all that year, we began with modest actions, but we began a peasant war; as of today, 15 thousand actions. In our Homeland, the Third Moment of CPS3 was opened, after May 1980 until December. IAS and we initiated the guerrilla war. We initiated a peasant war, mainly guerrilla.

Milestone 4: Development of the guerrilla war, the longest period. From there we prepare the strategic balance and the final offensive, we enter this long period and we begin by opening Guerrilla Zones; in five months we open several zones, we achieve eight Guerrilla Zones and five Operations Zones until May 1981; then we enter to Deploy the Guerrilla War until the end of 1982. It is two years and the deployment is accomplished in parts: attainment of weapons and means, clearing the countryside with armed actions and Batir 2, with this we opened the Guerrilla Zones: then, the Armed Forces enter, the reaction carried out police operations in January 1981, it was uncompleted; it carried out another one after the action in Tambo, then after the action against the CRAS (Prison) in Ayacucho. Thus, in September 1981, in the Fifth Plenum we analyzed what to do in case the army entered. Then we entered the Great Leap of Seizing Base Areas,4 in which the political-military strategy and the four tasks of the people’s war were defined.

We have already accomplished one specifically with DDB-1 and then DDB-2 in its First Wave. We see that DDB (Defend Develop and Build) is politically principal and permanent in the whole strategy of SBA-Political Strategy. This year we have accomplished confronting the army and building.

We have achieved 15 thousand actions and more than 7 thousand in the past year. Our armed actions have multiplied. Our revolution is going to rise higher and higher.
