The Peru People’s Movement endorses the national and international campaign promoted by democratic and mass organizations in Oaxaca and the people of Mexico for the safe return of Dr. Ernesto Cernas García, a distinguished jurist and defender of the rights of the people of his country.

For the reasons outlined in the call to action of August 30, International Day of the detained-disappeared, published by Red Sun of Mexico, which we publish below. We call for action in Peru and internationally to:

  1. Call for the presentation of Dr. Ernesto Cernas García alive.

  2. Call for the immediate dismissal of Michel Julián López as head of the local Commission for the search of missing persons in Oaxaca.

In this regard, on August 30, International Day of the detained-disappeared: carry out international actions, preferably at Mexican embassies and consulates, demanding the presentation of Dr. Ernesto Cernas García alive, using the international campaign poster, and deliver notes to Mexican diplomatic representatives demanding the immediate dismissal of Michele Julián López, head of the “State Commission for the Search for Persons in Oaxaca”, for his acts of simulation, revictimization, criminalization, and violation of the disappeared activists, their families, and their lawyers, as has been duly documented.

Next Saturday, August 30, commemorates the International Day of the Detained-Disappeared, and as the whole world knows, our country has a terrible record of more than 130 thousand disappeared persons, more than 72 thousand unidentified bodies, and tens of thousands of clandestine graves throughout the country. This not only reflects a growing humanitarian and forensic crisis, makes Mexico the country of disappearances in the context of the undeniable reactionary war against the people unleashed by the landlord-bureaucratic old State.

We have mentioned on other occasions that this reactionary war has gone through at least three phases in its development:

  1. Dirty War / PRI (1965-1985)

  2. War “on drugs” — militarization / PAN-PRI (2006-2018)

  3. Legalization of militarization and creation of the National Guard as a fourth reactionary army corps / MORENA (2018 to present).

This is a low-intensity counter-insurgency war designed in the military barracks of Yankee imperialism and followed to the letter by the Mexican State’s military doctrine. This reactionary war must be understood as part of the reaction’s overall plan and its three central tasks:

  1. Bigger centralization of the old State (absolute control of the “three powers of the union”, corporativism, imposition of counter-reforms for control of the masses, etc.)

  2. Revitalization of bureaucrat-capitalism (imposition of anti-people politicians and imperialist megaprojects of plunder and death)

  3. Drowning the rebellion of the masses in blood and fire before it is born (militarization of the economy, of industry, of public life, and formation of a police-military State)

These three central tasks of the general plan of reaction, and their implementation by the governments of the self-proclaimed “4T”, make clear the historical truth of the working class and the peoples of Anáhuac: It is right to rebel!

LET’S CONTINUE THE STRUGGLE FOR ALL THE POLITICALLY DISAPPEARED.

That is why it is important not to let this important date pass unnoticed, for our comrade Dr. Ernesto Sernas García and for all the politically disappeared in the country and around the world. It is also important for all the victims of disappearance in Mexico and their families, particularly the mothers who have not given up for a single minute in their demand for truth and justice, facing smear campaigns, harassment, threats, and even repression and death at the hands of the State.

It is important to mention that recently, groups of mothers and families searching for their loved ones, along with solidarity organizations from across the country, achieved an important democratic victory: the resignation of Teresa Reyes Sahagún, who was the head of the federal government’s National Search Commission. This individual, in addition to lacking the necessary professional profile and expertise, also lacked empathy for the victims and advocated for the criminalization of disappeared persons. This woman, as a bureaucrat and agent of the state, acted in a premeditated manner to obstruct the search for feminist defender Sandra Estefana Domínguez Martínez (+) and our comrade Dr. Ernesto Sernas García on more than two occasions — together with the local search commissioner in Oaxaca, Michel Julián López — together with the local search commissioner in Oaxaca, Michel Julián López. Both Teresa and Michel, playing into the hands of the reactionaries, have revictimized the families, exposed their integrity and that of their lawyers and companions, and publicly revealed their personal data, placing them in a situation of greater vulnerability.

Teresa’s resignation is incomplete without the resignation or dismissal of Michel Julián López from the State Commission for the Search for Persons in Oaxaca. That is why August 30 is a good time to demand that she leave, along with other heads of local search commissions in the country who do nothing to address the just demands of the mothers and families who are searching for their loved ones.

But beyond the resignation or imposed continuity of anti-people figures, and beyond the omission, complicity, and acquiescence of state and federal prosecutors in a crime against humanity such as forced disappearance, it is important that democratic and revolutionary movements, together with the mothers and families searching for their loved ones, take to the streets again on August 30 in a great day of combative struggle that makes it clear: our struggle is for life, truth, and justice. Therefore, the demand for the presentation of the disappeared alive and punishment of the guilty is non-negotiable.

FOR DR. ERNESTO SERNAS GARCÍA, EVERYONE TO THE STREETS THIS AUGUST 30!

For this reason, the family of Dr. Ernesto Sernas García and Current of the People Red Sun call on democratic organizations, class-conscious unions, revolutionary movements, and collectives of mothers and families searching for their loved ones to the streets on August 30 in the entire country.

We call for combative and energetic actions, with demonstrations, slogans, graffiti, posters, and banners that show the faces and names of all our disappeared, giving voice to their voices, giving fists to their anger, and giving feet to their hope.

We will take militant action to demand the safe return of our comrade Dr. Ernesto Sernas García, who is a professor at the Benito Juárez Autonomous University of Oaxaca (UABJO), an essayist, lecturer, and researcher; and who also served as defense attorney for the political prisoners of June 7, 2015, accused by the governments of Gabino Cué and Enrique Peña Nieto of terrorism and possession of explosives reserved for use by the Mexican army.

These, in addition to the general slogans for our disappeared, will be welcome and will help to highlight and reinforce our demand for truth and justice, and our legitimate demand for the guilty to be brought to justice and punished.

The case of Dr. Ernesto Sernas García is the latest politically motivated enforced disappearance documented in Oaxaca, and is therefore similar to the cases of thousands of other individuals who have been disappeared by the old state in retaliation for their political activities as activists, popular leaders, students, peasants, union members, guerrillas, and communists. The case of Dr. Ernesto Sernas García is relevant at the international level and is being addressed by the United Nations Committee on Enforced Disappearances in Urgent Action 540/2018.

That is why it is important that on August 30, their names and faces be displayed throughout the country, so that their captors continue to hear and see them everywhere.
