THE SPEECH BY OUR GREAT LEADERSHIP IS A WEAPON OF COMBAT THAT SHINES VICTORIOUS AND VIGOROUS BEFORE THE WORLD¹

We salute the international proletariat and the peoples of the world, we salute the International Communist League.² With exultant joy and revolutionary optimism at the top, on the occasion of the 34th anniversary of the Speech by our Great Leadership, Chairman Gonzalo, of September 24, 1992.³

Chairman Gonzalo’s speech shines vigorous and victorious before the world, arming the Party to overcome the difficult and complex situation of the bend and the inflection, putting all its forces in tension to give a new impetus to the People’s War, crushing revisionism and capitulation.

We of the Peru People’s Movement, as the Party’s generated organism for international work, defend the interests of the people, the principles of the Party, of the People’s War; we do it and will continue doing it, upholding to the top our red flag, which once raised must never be lowered. We take position for what Chairman Gonzalo taught: “Even if one communist remains on Earth, everything will be raised again.” Therefore, we take firm position for the current leadership of the Party, the communists, combatants, and masses, and we subject ourselves freely and unconditionally to the commitment assumed:

The Communist Party of Peru assumes the firm commitment, subjecting itself firmly to our Basis of Party Unity, solid as the purest steel, inexhaustible source of wisdom and indestructible weapon to confront the general reorganization of the Party and re-impel the people’s war (…)

The heroic combatant, the party, from the inextinguishable bonfire of the people’s war, from the spark and flame of May 17, 1980, from the celebration of the 30 years of our First Congress; calls on the Marxist-Leninist-Maoist communist parties and revolutionary organizations to constitute and reconstitute Maoist communist parties to initiate and develop people’s wars; doing so decisively serves the triumph of the democratic revolution with an uninterrupted leap to socialism and, with great proletarian cultural revolutions, reaching the yearned-for and golden communism. The events that the initiated and developed people’s wars and the struggles of national liberation and of the proletariat, people, and oppressed nations of the world give shape to, as in India, Turkey, and the Philippines, armed liberation struggles in Palestine, Iraq, Afghanistan, Syria, Libya, among other nations (…), confirm that Maoism is being embodied more and more and that the contributions of universal validity of Chairman Gonzalo serve the world revolution. We live the New Great Wave of the World Proletarian Revolution.

Chairman Gonzalo established for us: “…Our Party was founded to conquer Power, it was reconstituted to fulfill that objective and initiated the armed struggle to give shape to that course, this road has brought us to the immediate goal of conquering Power in the entire country, it is the political strategy that must guide us, it is the more complex, more intensified, more glorious struggle, to finish off the democratic revolution, it is to construct the People’s Republic of Peru. All our work is in function of this…” Hence, the Party unalterably maintains the course of the revolution before the complex and difficult problems through which it passes after the detention of Chairman Gonzalo and the betrayal of the rats of the right opportunist line (ROL). From then to date, all they do is echo the black vomit that they belch from their blood-filled jaws of this fascist, genocidal, and homeland-selling regime, of Fujimori and his continuators, up to the murderer Dina; the only thing they have as underpinning will be the rot that emanates from the sewer of imperialism and reaction and nothing more.

The Speech is an indispensable weapon of victory to uphold, defend, and apply the principles of the Party and the People’s War against imperialism, reaction, and revisionism. It is an indispensable weapon of victory to culminate the general reorganization of the Party in and for the People’s War.

The Speech arms the Maoists of the world in the present situation; Chairman Gonzalo on that occasion established:

“Finally, now let us listen to this. As we see in the world, Maoism is marching relentlessly forward to lead the new wave of the world proletarian revolution. Understand well and comprehend. Those who have ears, use them. Those who have understanding — and we all have it — use it! Enough nonsense! Enough darkness! Understand this! What is unfolding in the world? What do we need!? We need Maoism to be embodied, and it is doing so, and for it to go on generating Communist Parties, to handle, to lead, that new great wave of the world proletarian revolution that is coming upon us…” “…Today there is one reality, the same contenders of World Wars I and II are generating, are preparing the new world war III. We should know this and we, as the children of an oppressed country, are part of the booty. We cannot consent to this! Enough imperialist exploitation! We must finish with them! We are of the third world and the third world is the base of the world proletarian revolution, with one condition, that the Communist Parties uphold and lead! That is what must be done!…”

Highlight the importance of oppressed nations, which are the base of the world proletarian revolution, and the immediate necessity of generating Maoist Communist Parties that develop People’s War in order thus to unfold, as corresponds, the new great wave of the world revolution and impose Maoism as its sole command and guide.
