LONG LIVE THE 37TH ANNIVERSARY OF THE INVINCIBLE PEOPLE’S WAR!¹

This convergence of the new revisionist counter-revolutionary offensive colluding with imperialism dreams of the definitive destruction of Marxism, dreams of sweeping away everything that the revolution has done, all its achievements, all its heroic action, they want to enthrone the old once again, the perverse domination of reaction at the most decrepit and sinister moment of imperialism. This has repercussions and we see capitulation and monstrous repudiations, it occurs in the petty bourgeoisie, in the workers’ crusts, the Túpac Amaru Revolutionary Movement for example is the proclamation of capitulation in the country; they disseminate “peace,” bourgeois democracy, market economy, human rights, reactionary ideologies, bourgeois culture; they capitulate before imperialism. Capitulation expresses itself in two facets: capitulation before native reaction and capitulation before world reaction, it is always thus; its objective is to sell the revolution; it is rot, then, which must be razed with blood and fire and that requires a strategy and tactics . . .

In this month of Red and Combative May: The 1st of May, Day of the International Proletariat; May 6, 7, 8, and 9, Day of the Heroic Resistance; and May 17, initiation of the Marxist-Leninist-Maoist, Gonzalo Thought² People’s War. We salute with revolutionary joy the international proletariat, the oppressed nations, the Maoist parties and organizations, the militants of the Communist Party of Peru³ in the country and abroad, the combatants of the People’s Liberation Army,⁴ and the masses, who, with their blood, water and write the new aurora of the World Proletarian Revolution.

On this 37th Anniversary of the vigorous and victorious People’s War, we reaffirm ourselves in our Basis of Party Unity, the fundamental that guides all our action with its triple content: 1) Marxism–Leninism–Maoism, Gonzalo Thought; 2) The Program of the Democratic Revolution; 3) The General Political Line and its center the Military Line, approved and sanctioned at the First Congress of the Communist Party of Peru, Marxist Congress, Marxist-Leninist-Maoist Congress, Gonzalo Thought; first imperishable milestone of victory, child of two great parents: the Party and the People’s War. This reaffirmation is necessary and unavoidable today more than yesterday, because we face a general counter-revolutionary offensive, headed by imperialism, mainly Yankee imperialism, reaction, and the new revisionism, not only in Peru but at the world level, which seeks to ward off the revolution as the main historical and political trend and which it will be even more.

On May 17, 1980, rebellious red flags with hammers and sickles were unfurled in the wind, with the initiation of the People’s War there was entry into the Strategic Offensive of the World Proletarian Revolution, proclaiming “it is right to rebel,” calling upon the proletariat, the poor peasantry in particular, and the Peruvian people in general to rise up in struggle in an organized manner in the three instruments of the revolution to write the new history in the fields of our tumultuous geography, sealing old times of peace and opening new times of war, with the rifles to storm the heavens and open the new aurora.

On the International level, they unload the imperialist economic crisis onto the shoulders of the countries of the Third World, the masses stoking and rising up; all this reaffirms that the revolutionary situation in the world is a fact and not a mere speculation, even when it occurs with uneven development, just as Chairman Mao put it forward “the next 50 to 100 years, an epoch in which imperialism and reaction will be swept from the face of the earth.” Collusion and contest. It develops more each day, recent events such as Syria, Afghanistan, North Korea demonstrate it. If there is collusion it contains contest. The contradictions at the world level sharpen, and mainly the principal contradiction between oppressed nations and imperialisms sharpens, and the third contradiction, inter-imperialist ones. The fascist and arch-reactionary Donald Trump, head of Yankee imperialism, carries out genocides, plunders, bombardments, and a growing and acute trade war, in this manner to consolidate his world hegemony. Germany for its part has drawn up its plan of action to become the sole superpower, readying new contingents and its military capacity in the Middle East and all Europe. Russia extends its diplomacy and direct military intervention in Western Asia. China is no longer satisfied with its growing commercial interference in Africa and Latin America and seeks pacts and agreements to strengthen its positions and constantly increases its military budget. France, England, Japan, Italy, and others do not lag behind in all these preparations, as Chairman Gonzalo said in his masterful and still valid Speech: “The same contenders of the First and Second World Wars are generating, are preparing the new Third world war. . . . We cannot consent to this! Enough imperialist exploitation! We must do away with them!”

In the revolutionary camp. This year we commemorate the 100th Anniversary of the Triumph of the October Socialist Revolution led by the Great Lenin in Russia, with which an extraordinary historical milestone is marked in world history, the end of the bourgeois revolution and the beginning of the New Era of the World Proletarian Revolution. The struggle between revolution and counter-revolution in the era of imperialism and of the World Proletarian Revolution has bequeathed to us the most important experiences of the class struggle. The Communist Party of Peru joins the celebration and we call for fulfilling it with more people’s wars.

In India the revolutionary armed uprising of Naxalbari reaches its 50th Anniversary this month, influenced by the Great Proletarian Cultural Revolution, and today the Communist Party of India (Maoist) leads this struggle. The People’s War in India, Turkey, the Philippines, and Peru is the great red torrent of the World Proletarian Revolution that calls upon all oppressed countries to initiate and develop people’s war to oppose the world imperialist war of plunder, building new Maoist Communist Parties to lead.

On the National level, the present context demands of us that we combat the fascist, genocidal, and homeland-selling regime that since the 1990s with Fujimori, Toledo, García Pérez, Ollanta Humala (Captain Carlos), and today the Yankee Pedro Pablo Kuczynski, a loyal lackey to his master, who dreamed and continue dreaming of fulfilling their three counter-revolutionary tasks as an immediate necessity of imperialism principally Yankee and of Peruvian reaction: to re-propel bureaucrat-capitalism, restructure the old State, and annihilate the People’s War and the Communist Party of Peru, we tell them they are a historical and political impossibility and it will be so even more as soon as the General Reorganization of the Party is concretized.

The present conjuncture is characterized by the class struggle in different places in the country, today at almost one year of government of the genocidal Pedro Pablo Kuczynski our country continues in a profound economic, political, cultural, and social crisis from which it cannot nor will they be able to emerge, today the four decades have come together for them, confirming what was established by Chairman Gonzalo that bureaucrat-capitalism has entered its third moment of crisis and inexorable destruction since 1980, accelerating its decomposition of the old State by the People’s War that operates in our country and that the Communist Party of Peru leads. To this we add the natural disasters (coastal Niño); faced with said calamity on April 27 Congress approved a nefarious law for “National reconstruction” with changes and 3,500 million dollars in the budget, and where will that money come from? From imperialism, as always the beneficiaries will be the large construction and imperialist companies, which will fall upon the shoulders of the broad working masses and greater subjugation to imperialism.

National industry continues in crisis, harming those who produce electric motors, machinery for mines, textiles, tires, etc., generating unemployment of 130 thousand positions for the working class, increasing hunger in poor households. The minimum living wage (MLW) of 850 soles does not cover even the basic family basket and they have destroyed labor rights and free unionization.

Once again we renew our commitment to move heaven and earth to Defend the Life and Health of Chairman Gonzalo with People’s War! Faced with the attacks of Yankee imperialism, reaction, and the traitors of the Revisionist and Capitulationist Right Opportunist Line and the Left Opportunist Line. Today in the farce of the “new trials” they seek to dent his morale and he shows himself defiant and combats them with communist hatred, making his rights as a Prisoner of War respected, and we salute with revolutionary fervor the campaign unfolded by the Maoist parties and organizations in Defense of our dear Leader.

On this Anniversary we reaffirm ourselves in the conquest of Power in the entire country, through revolutionary violence that is concretized in the People’s War, we also reaffirm ourselves in the pending task of the General Reorganization of the Communist Party of Peru in function of resolving the problem of the difficult and complex bend, correcting the problems committed in the past that did much damage, which reaction and the new revisionists have used for their dark ends; our commitment is that the General Reorganization of the Party leads to its culmination.

Finally, the Communist Party of Peru on this special date of historical and political transcendence makes a call to the Peruvian proletariat, the peasantry, and the people in general to organize themselves in the ardent People’s War to attain their real emancipation that this leads.
