TO THE INTERNATIONAL PROLETARIAT AND PEOPLES OF THE WORLD!The Communist Party of Peru, armed with the all-powerful ideology of the international proletariat and peoples of the world, Marxism-Leninism-Maoism, principally Maoism, and steely with the creative, scientific and true application of Gonzalo Thought, expresses its full, complete and conscientious submission to Chairman Gonzalo, recognizing his condition of Leader of the Party and the revolution, continuator of Marx, Lenin, and Chairman Mao Tse Tung, proven great leadership of proletarian leadership.
We salute the international proletariat, the peoples and the oppressed nations of the world and likewise we fervently salute the Peruvian proletariat and people, heroic people that from its inexhaustible creative force drives on the terrain of the class struggle its fierce combat against the sinister plans that this outdated landlord-bureaucratic state that is falling to pieces has been developing. We salute the communist parties and revolutionary organizations that, against all odds, have been fulfilling the historic task of reunification of the communists in the International Communist Movement (ICM) and of establishing the only, just and correct basis of unity together with the general policy of the ICM. In short, this pending task of reunification of communists, today it is exalting to assume it because it is the work of Maoism, of Chairman Gonzalo and as such it is the work of the highest summit as the third, new and superior stage of Marxism and consequently, the current command and guide of the world proletarian revolution.
Comrades and Maoist revolutionaries of the world, our undefeated and red flag flies defiantly before the black plans and infamous objectives of imperialism, reaction and revisionism, they are undefeated flags that are waved in unison by Marxism-Leninism-Maoism and is today for today the basis of ideological and political unity, an indestructible weapon to fight and crush imperialism, reaction and revisionism from the face of the Earth.
The Communist Party of Peru, organized vanguard of the Peruvian proletariat, finds, in its process of constitution, reconstitution, and initiation and development of the people’s war, its objective manifestation of ideological and political leaps having as its source Marxism-Leninism-Maoism, principally Maoism, the all-powerful weapon that applied to our reality gave us the Gonzalo Thought in which our firm reaffirmation to continue to raise it, defend it and mainly apply it to solve the problems that occurred in the bend and inflection of the people’s war. This process has been immersed in the history of contemporary Peruvian society and of the world revolution. José Carlos Mariátegui on October 7, 1928 founded the Communist Party of Peru and did so on solid Marxist-Leninist foundations as he himself declared; a convicted and confessed Marxist-Leninist. As a communist, Mariátegui has had ideological and political transcendence giving him a weight in history throughout Latin America, he was the one who established the general political line that served for the constitution of the Party and the road for the communists, as we can see in his work History of the World Crisis; “power is seized through violence… it is retained only through dictatorship”, so clear and forceful was Mariátegui, we reiterate, of great strategic content because he outlined the road of the democratic revolution.
The character of Peruvian society was defined by him as semi-feudal and semi-colonial with an incipient capitalism that emerged tied to the agonizing and outdated character of imperialism and feudalism, he also determined the problem of land as the main problem and the nation as fundamental. He consecrated the affiliation of the Party to the Communist International raising the communist principles as a banner of struggle against the infamous attacks of opportunism and revisionism and who now call themselves “Mariateguistas”. Mariátegui died a few years later, leaving pending tasks that should have been continued but they abandoned the road traced by him, rotten revisionism jumped in and assaulted the leadership of the party raising sinister revisionist theses of the “peaceful way” and the “electoral front as a way to seize power”, nothing could be more false. These rotten revisionists structured their black line against the General Political Line and the Communist Program of the Party,2 they dressed up as “left-wing” to place the party at the tail end of the plans and interests of the Peruvian state of exploitation, hunger and misery. There were several decades of riding and selling constitutional illusions of “legality”, pure “parliamentary cretinism”, but communists and revolutionaries put up fierce resistance defending the road traced by Mariátegui as well as the very existence of the revolutionary party and its constitution which they wanted to dynamite, Once again it is proven that clinging to our ideological and political source, Marxist-Leninist in the ‘50’s, the communists, raising up to unite and re-impulse the great work of our founder, we initiated the development of this just and correct road. Reconstitute it to initiate and develop the people’s war.
How did the Chinese Revolution influence the Party? Let us look at the 1960’s, the new wave of the world revolution was rising defiantly, the Chinese Revolution also had a great socialist weight, the international proletarian movement with the national liberation movement expressed its inexhaustible revolutionary forces that would scourge the world. The struggle against contemporary revisionism is sharpened and the shameless Khrushchevists pushed for “the three peacefuls” and “the two alls” were expelled in an intense two-line struggle against their trafficking and black vomit of capitulation and betrayal. The struggle against these revisionists raised the need to raise the struggle for Mao Tse Tung Thought, today Maoism. Chairman Gonzalo in this decade with great management promoted the Red Fraction to defend the principles of Marxism-Leninism, Mao Tse Tung Thought, to develop the road outlined by Mariátegui, so it corresponded to develop it to reconstitute the party, it was a just and correct strategy. Up to this point we can summarize; the decade of the 1960’s was of ardent struggle of the Fraction to retake the shining road of Mariátegui and to reconstitute the heroic combatant, the Party (Central Committee, 1969 defined and approved it). It had a National Construction Plan and together with the masses and the Peruvian people we fused to serve their sacred interests wholeheartedly. Key and transcendental.
Reconstituted the party, we began the armed struggle on May 17, 1980, developing the people’s war as a military theory of the international proletariat and peoples of the world, the people’s war proved to be invincible, Chairman Gonzalo has proved with the language of bullets, with the Maoist rumble and the new Power, that the true milestones of victory and imperishable and that only the people’s war could give us was possible to our full and complete subjection to our only ideological and political source, Marxism-Leninism-Mao Tse Tung Thought. It was correct to define it as the first guiding idea and move on to a second one; the reconstitution of the party and the historic initiation of the armed struggle (ILA), to construct the new by destroying the foundations of this old Peruvian State, outdated and rotten to its marrow, we learned that construction is and will always be the main thing and it will be given in the midst of difficulties because it is the new that emerges from the crucible of Marxism-Leninism-Maoism.
In what context did the People’s War initiate and develop? In 1949 there was the triumph of the Chinese Revolution led by the Communist Party under the leadership of Chairman Mao Tse Tung. In Asia and all over the world there were thunderous and vibrant agitations with red banners under the slogan “it is right to rebel”. Yankee imperialism suffers defeat after defeat, thus demonstrating that socialism had a great weight in the history of the world revolution and also demonstrating that we were living in new times of revolutionary forces and favorable to the proletarian revolution, a new great wave of the world proletarian revolution. There was the restoration in the USSR in 1956 by the sinister Khrushchev and his gang, but the international proletariat did not stop fighting, it learned from its defeats, it placed its iron resistance and raised the Great Proletarian Cultural Revolution in 1966 led by Chairman Mao Tse Tung until he died, and revisionism as in Russia assaulted the leadership of the party and the revolution, there was restoration but again the specter continued to travel the world, the revolution as the principal political trend.
Four great plans and Six military plans we have developed, it has been Chairman Gonzalo drinking from Marx, Lenin, and Chairman Mao Tse Tung who through the Communist Party of Peru, the red soldiers of the People’s Guerrilla Army, today the People’s Liberation Army and the Front — New State, has shaped it from spark to inextinguishable bonfire, has taught us to fight and resist, has shown us the way to re-impulse and construct the conquest of Power. The arrest suffered by our leadership and the central leadership is an objective fact, just as objective was later the artful and sinister capitulation of that right opportunist line that structures in prisons, policy of revision and erasure of our general political line, the basis of party unity, the program and all the events, plenums, and agreements that emanated from the First Marxist Congress, the Marxist-Leninist-Maoist, Gonzalo Thought Congress. It is just as revisionist as the renegade of some leaders and the filthy mercenary of José and company. What ideological and political foundations have they developed? None, they have only raised a ragged flag of left opportunist line (LOL), anti-Maoist, anti-Party, and anti-Gonzalo thought.
The Communist Party of Peru expresses its greetings to the leaders, cadres, militants, combatants, and heroic masses close to the party and proposes not only to be the spark but to join the burning flame, growing clamor of our people and in the task of: GENERAL REORGANIZATION OF THE PARTY IN AND FOR THE PEOPLE’S WAR IN PERU!
Regarding the current political situation and facts that demonstrate the grave crisis of imperialism, mainly Yankee imperialism, and the expiration of bureaucratic capitalism, we establish the following:
Comrade Stalin masterfully established that the contradictions in the ruling classes are a reflection of the inter-imperialist contradictions and the main thing are reserve forces of the revolution.
Imperialism and all the reactionaries are paper tigers, strategically we despise them, but tactically we take them into account, that is how we have been taught, that is why re-impulsing the people’s war is re-impulsing the democratic road of the people through the people’s war to construct the conquest of power in service of a true People’s Republic of Peru.
The general counter-revolutionary offensive led by imperialism, mainly Yankee imperialism, at the beginning of 1990, in the light of the facts, and once again is being defeated by the Marxist-Leninist-Maoist revolutionary counter-offensive and it is in the terrain of the people’s wars initiated and developed with struggles of national liberation and of the proletariat, oppressed people and nations of the world. India, Turkey and the Philippines, armed liberation struggles in Palestine, Iraq, Afghanistan, Syria, Libya, among other nations of the intermediate zones and inter-imperialist strife.
The sharp fights of the big bourgeoisie that are expressed in the bosom of the fascist, genocidal, and homeland-selling regime of the pro-Yankee that today is headed by the pawn and servile Vizcarra. Comrade Stalin tells us; is a reflection of the inter-imperialist struggles, basically of Yankee imperialism (which is in a frank process of decline) and that seeks at all costs to consolidate its “base” in Latin America as part of its hegemonic plans in the region. What worries them? The growing penetration of the Russian superpower and the Chinese social-imperialist power is causing them headaches, mainly Yankee imperialism persists and will not cease with its voracious desires and appetites to consolidate its condition of sole hegemonist “for centuries”, but this black Yankee dream is turning into a very serious nightmare, no matter how fierce and rapacious it shows itself to be, it has not and will not achieve strategic superiority over the Russian atomic superpower, moreover, if it is going through sharp struggles within its imperialist entrails, the so-called “democrats” are trying to block its way by permanently worsening its political crisis under its administration. He is using his well-known “coup d’état” for the official investigation that the US House of Representatives has opened against him for his interference in withholding financial aid to Ukraine, to Kiev and to exert pressure on his closest political contender in the next elections in 2020.
We reaffirm that imperialism, mainly Yankee imperialism, has entered its phase of decline and has in front of it imperialist contenders that are right on its heels. In immediate perspective, a catastrophic financial and economic crisis as never seen before is being experienced by the fascist Trump and it will have its highest point in 2020, election year for his reelection, Vizcarra’s in Peru is not casual, they have “hope” in this reelection and soon we will see the implementation of a new plan of hegemony until 2036.
Chairman Gonzalo has argued that in the second half of each decade, the crisis of bureaucratic capitalism deepens in Peru, he says; “acute economic crisis on which the current political crisis rises…”. Clear and sharp, and how is it expressed? We see a process of growing struggle between groups of the comprador bourgeoisie faction (Fuerza Popular and APRA) with great support from the mining, hydrocarbons, agro-export sector and CONFIEP with those who have raised the “coup d’état” as a battle horse against the representatives of the fascist tendency (PPK and Vizcarra) more linked to the world financial sector, international economic organizations, WB, IMF, OECD, faithful representatives of the demo-liberal tendency, is a contest and struggle between these groups of the comprador faction for the leadership of the fascist, genocidal and fatherland-selling regime of this old bureaucratic landlord State. These sharp contradictions must also be framed in the plans and the continuation of the application of the three counterrevolutionary tasks that they need to develop and that in essence has not changed (to re-impulse bureaucratic capitalism, restructure its state apparatus and definitively annihilate the people’s war) once again we say; keep dreaming.
In the electoral process of 2016 in Peru and under direct intervention of its master Yankee imperialism the administration of the genocidal Obama imposed its “winning horse” the agent and faithful servant of Kuczynski (currently vacated by this spurious and parasitic congress, This election took place in a sharp contest against the sinister character of Keiko Fujimori, as sinister as was the fascist, genocidal and fatherland-selling Alberto Fujimori (currently imprisoned on remand), Both characters along with their cronies always pursued the control of the strata of this old reactionary State, aimed at the executive, parliament in the first order, to go copando not only electoral institutions, judicial, the Public Ministry, the judiciary, Sunat, Central Reserve Bank, ministries and even the constitutional court as an entity of contention to flatten the interests of these two factions of the big bourgeoisie, etc.. For example, Pedro Olaechea, owner of Tacama vineyard, former director of mining companies, of CONFIEP, Adex, National Society of Industries, business solutions against poverty, and together with an American company and the Banco de Crédito (BCP) were about to collect a bond for agrarian reform for several billions of soles, and it was the constitutional court that would resolve it. Other pearls of this contest for the constitutional court are the denunciations against the 200 thousand sterilizations against women carried out by the genocidal Fujimori and several ministers, as well as the issue of the pardon, lawsuits against the abuse committed by the Armed Forces and the National Police in areas declared in emergency (growing protests against mining companies, environmentalists, farmers, etc.), agreements between the mining companies and the reactionary National Police to protect their interests, among other facts. These institutions are nowadays, sunk to the marrow in shameless and flagrant corruption, demonstrating once again that the entire state bureaucracy is in evident decomposition, they are forgiving a debt of 4,610 million of tax debt to more than 07 mining, financial, telecommunications, department stores, gas companies, etc. It is an accelerated agony together with the bankruptcy of the “traditional”, “independent” political parties and organizations and representatives of the big bourgeoisie and bureaucratic landlords, servants of their master, mainly Yankee imperialism, which are sinking and falling apart. Permanent political crisis and serious delegitimization of a regime that traps its plans and objectives against the people. Heroic Peruvian people..
The faction of the bureaucratic bourgeoisie is not far behind, pretending to gain positions (Broad Front — New Peru and allies) by proposing “new forms for the new times”, promoting the restructuring of the old bureaucratic landlord State to “overcome the generalized crisis”, saviors of the collapse of the State through their vaunted “constituent assembly” and “new constitution”, how would it benefit the people and the nation? Obviously nothing, or have the proletariat, the peasantry, mainly the poor peasantry, and the people in general ever benefited from the application of these “famous democratic proposals”? are not the opportunists and revisionists of all stripes joining in this request by sowing rotten constitutional illusions? The capitulators of the right opportunist line (revisionist and capitulationist ROL) with their MOVADEF and FUDEPP spawn and in the VRAE those of the “left” opportunist line (LOL) of the mercenary “José” and company have also placed themselves in single file with these heads of amphorae and tongue of crawling votes, the latter are seeking their enlistment through negotiations with spokesmen called “reservists”, agents of the army and the DIRCOTE (Sacha) for the sake of a supposed “national reconciliation”. These “democratic proposals” of “new constitution with the people and for the people” and “constituent assembly” place the masses on the tail of the bureaucratic faction for their eagerness to gain positions in the management and control of this old reactionary State, but and mainly, these “proposals” serve the infamous pretensions of the comprador faction in its demo-liberal wing linked to the world financial system, because they will raise; The “end of a stage or of a regime that has been dragging on since 1992 with a 1993 constitution that does not serve the development of Peruvian society”. Such bloodthirsty hyenas thirsty for blood and power will dress themselves in sheep’s clothing, mainly Yankee imperialism does not want that, it will not allow them, or will a new constitution that “serves the people” solve their inter-imperialist struggles? In the next congressional elections of 2020, this wing of the comprador faction, with Vizcarra at the head, will be able to accommodate and take better control, they will have greater control and their “new constitutional court” will resolve legal disputes of political substance, in better conditions of “reliability” for their bureaucratic road, then the struggle for 2021 will become more acute.
The current dissolution of the Congress is one more step in the process of absolute centralization specified in presidential absolutism as an imperious necessity for the conduction of the fascist, genocidal and homeland-selling regime, making it more of a Yankee servant and, the call for congressional elections for January 26, 2020 is, as we say, an urgent necessity to give it the airs and graces it needs, an urgent necessity to give an air of legitimacy to the regime for the pursuit of its plans and objectives, mainly counter-revolutionary, anti-people, and reactionization as we see in the legal and penal aggravations of criminalizing the right to strike, to protest, to expressions, rights, benefits and conquests, etc., etc.
Presidential absolutism forces a greater domination on the part of imperialism, mainly Yankee (intervention, interference, and advice, etc.). its spearhead is ultimately the control of the executive and they do it through the Yankee “ambassadors” in Peru and the counter-revolutionary roles played by their various intelligence and control agencies in the various strata of the old landlord-bureaucratic State (CIA, FBI, DEA, NSA, USAID, etc.) there is their eavesdropping and intelligence operations in “white collars of the Judiciary and Public Ministry”, “criminal organizations of officials, businessmen and political parties”, etc., they dismount “old, tired, and discredited horses” to ride “new horses” according to their measure, what corresponds? To unmask them and fight them by re-launching the people’s war and empowering the popular liberation movement so that the People’s Road of Liberation can be clearly expressed, we persist in empowering anti-imperialism. How to do it? General Reorganization of the Party in and for the People’s War in Peru.
Imperialism, mainly Yankee imperialism, is aiming at a new plan (2021 - 2036) and through the pawn of Vizcarra, genocidal fascist and pro-Yankee fatherland sellout, will use the “bicentennial” moving patriotism, “national reconciliation”, “all bloods” and even “new constitution”, among others, therefore, for this old landlord-bureaucratic State, it is very important to give legitimacy to the regime and “legitimacy” is an essential component of its counter-subversive strategy of “low-intensity war” (GBI). We should not entertain ourselves in another scenario while they continue to apply their GBI and with it try to divert the democratic course of the people, heroic Peruvian people, let us open our eyes because there is open militarization, criminalization and over-criminalization, together with “amphoras and votes”, “referendum”, “consultations”, pure electoral circus. Struggles of the masses against mining, for wages, rights, working and labor conditions, struggle against decrees of layoffs, dispossession, over exploitation in the various public and private sectors with laws of productivity, flexibility and competitiveness etc. Increasing overexploitation will bring more hunger and misery.
Chairman Gonzalo has taught us that fascism has never solidified and in the country the objectives and plans that were intended to continue applying are trapped, his famous green plan (1990 - 2010) ended in disaster and failure, forcing to extend it (2010 - 2021) and we are already seeing how it is ending, it will always generate greater unrest and will fail because it is the inexorable law of total destruction. We say, therefore, fascist, genocidal, homeland-selling, and pro-Yankee with the pawn Vizcarra at the head, although some question and deny the fascist character of the regime. Chairman Gonzalo in the Second Plenum made us understand how fascism unfolds and under what new conditions they act in addition to their particularities; with the comprador bourgeoisie it is expressed as “presidential absolutism” and with the bureaucratic bourgeoisie it is expressed as “corporativism”. The need of imperialism, mainly Yankee imperialism, and Peruvian reaction is to continue in the faithful fulfillment of its three counter-revolutionary tasks (united and inseparable, of re-impulsing, restructuring, and definitively annihilating the people’s war) and it is imperative to continue with the fascist, genocidal, and homeland-regime of the pro-Yankee Vizcarra and to give legitimacy to this regime in the development of its GBI, applying more and more, greater repression of the just and growing popular protest.
Chairman Gonzalo, when he developed the General Program of the Democratic Revolution3 in the First Congress of the Party in 1998-1989, in the first point he framed that, what corresponds is to demolish the Peruvian State, for being the dictatorship of the exploiters and oppressors led by the big bourgeoisie (in its two factions, comprador and bureaucratic. It does not say that one is better and the other is worse or that one can be dealt with and the other cannot), of the Armed and repressive Forces that sustain it and of all its bureaucratic apparatus. Where does Chairman Gonzalo point out that we are the lifeguards of this old reactionary State? Did he not say to place the masses at the back of the plans of imperialism and Peruvian reaction by promoting a “new constitution with and for the people”? There are those who said in 1993 and still continue to maintain it; “we are in new times” and came out with “new general political line” or even worse, “Second congress for Second reconstitution”. The new revisionism not only denies Marxism, it echoes the imperialists and reactionaries about the “expiration of Marxism” to openly oppose the constitution or reconstitution of Maoist communist parties. They are against socialism and against the dictatorship of the proletariat, they deny the leap of the Great Proletarian Cultural Revolution to prevent restoration. This revisionism today directs its fierce attack against the people’s war and against, principally Maoism, those of the ROL, and the LOL in Peru, and the Avakianists or Prachandists in the world are part of this group of revisionists,
The great Lenin teaches us that we must educate the masses in revolutionary violence, uniting, mobilizing, and struggling together with these heroic masses, developing the implacable combat against opportunism and revisionism as the main danger, the rotten scab of the colossal heap of rubbish that is mounted in the just struggles. Let us apply the tactic established by the Party: UNITE THE PEOPLE AGAINST THE FASCIST, GENOCIDAL AND COUNTRY-SELLING REGIME REIMPULSATING THE PEOPLE’S WAR!
LONG LIVE THE 30TH ANNIVERSARY OF THE FIRST CONGRESS OF THE PARTY, THE MARXIST CONGRESS, THE MARXIST-LENINIST-MAOIST, GONZALO THOUGHT CONGRESS!
“The Congress is a product of the people’s war, a great milestone and already expressed its law, its contradiction: proletarian line main aspect, counterpart: revisionism main danger.
Moment of that law: development of that great milestone which is the Congress specifies a great leap and every leap is given in intense struggle.
Content: balance and sanction of what has been done. Sanction of the Base of Party Unity and bases for the conquest of power throughout the country in order to serve the world revolution. Now, if we consider the great leap, the great milestone, the sanction of what has been done and the laying of solid foundations for the conquest of Power in the whole country, then the mud gathers, the conchos jump and unite to oppose this leap, convergence is their rule and they unite to contain the leap. But as the Congress is going to be fulfilled in the agreed way and if you see all the poisonous weeds, the weeds that have been generated by the concrete fact of the jump and as a consequence of that deep removal these poisonous weeds can generate a revisionist ROL, they can I repeat, we do not say that it will necessarily happen because Chairman Mao Tse Tung says to transform the necessity. Until today we are waging a two-line struggle against the main danger of rightism, even with points of antagonism, but for this we require two conditions: 1° that the left fulfills its role and 2° that the right fulfills its role of transforming necessity, if they persist in rightism and enter into revisionism they fall into factional logic and lose their heads and there Lenin said, even the best men are lost. The left must be conscientious and carefully fulfill its role. If a ROL is formed, first we are against it and secondly we are not afraid of it, the right must also fulfill its role, nobody is lost, if it has the will and a solid class spirit it can prevent it from being structured”.

On this 30th anniversary of the imperishable milestone of victory, Chairman Gonzalo has endowed us with the most indestructible weapon, Marxism-Leninism-Maoism and with its highest peak, Maoism, and has brought us not only closer to the soul, but also to the spirit of unbending communism with Gonzalo Thought.
The Communist Party of Peru, holding firmly to our Basis of Party Unity, solid as the purest steel, inexhaustible source of wisdom and indestructible weapon to face the general reorganization of the party and to re-impulse the people’s war, assumes the firm commitment to hold our First Congress reaffirming what Chairman Gonzalo said in the preparatory session of the same: ”…this Congress in each one of us understandably sets our souls on fire, elevates them, catapults them, and the enthusiasm could be nothing but a red flag hoisted up to the sky, a waving flag, a flag full of light that will mark the process of the Peruvian Revolution for decades and thus serve the world revolution, thus putting at the top the unfading flags of Marx, of Lenin, and of Chairman Mao, three flags of victory that will always remain firmly in the hands of the international proletariat of which we are a vibrant part”.4
The heroic combatant, the Party, from the inextinguishable bonfire of the people’s war, from the spark and flame of May 17, 1980, from the celebration of the 30th anniversary of our First Congress; calls the Marxist-Leninist-Maoist communist parties and revolutionary organizations, to constitute and reconstitute Maoist communist parties to initiate and develop people’s wars, to do so decisively serves the triumph of the democratic revolution with uninterrupted leap to socialism and with great proletarian cultural revolution to reach the longed for and golden communism. The events that embody the people’s wars initiated and developed and the struggles of national liberation and of the proletariat, people and oppressed nations of the world as in India, Turkey, and the Philippines, armed liberation struggles in Palestine, Iraq, Afghanistan, Syria, Libya among other nations of inter-imperialist strife, confirm that Maoism is being embodied more and more and that the contributions of universal validity of Chairman Gonzalo serve the world revolution. We live in the New Great Wave of the World Proletarian Revolution
